FL 34761 •(407)656-1518 • Fax (407)656-021 R • TO: The Honorable Mayor and City Commissioners FROM: Robert E. Mark, Chief of Police .:;i/ DATE: November 28, 2001 SUBJECT: ORDINANCE PROHIBITING CAMPING ISSUE: Should the Mayor and the City Commissioner accept the police department's request for an ordinance prohibiting camping and adopt Ordinance 2001-33? BACKGROUND: In recent years, the Ocoee Police Department has observed an increase in the number of homeless that are in the City of Ocoee. These transients have extended their stay by establishing campsites in the undeveloped wooded areas of the city. With national statistics that indicate approximately 19% of the homeless population suffers from mental illness, the Ocoee Police Department has great concern about the closing proximity between these homeless campsites and the general population. In the past year, numerous calls for police service were answered regarding the transient community. These calls range from drunk and disorderly, theft and even the murder of one of Ocoee's citizens, who was lured into one of the transients' campsite. STAFF RECOMMENDATION: It is respectfully recommends that the Mayor and City Commissioners adopt Ordinance 2001-33. The ordinance will reduce the crime brought about by the transient campsites located in the City of Ocoee. This same ordinance still allows citizens to experience recreational activities such as "camping-out" with their children and outdoor cooking activities.
