PARKER (407)905-3100 CITY MANAGER 1/41 •ryt 1 ' JIM ( LEASON e.f of a000 J STAFF REPORT Honorable Mayor City Commission FIN) Johnny Farmer, Recreation Director te- January 30, 2002 Concession's Contract for City's Adult Softball League BACKGROUND: The City does not have a written contract for anyone to operate the concession stand at Vignetti Park during its Adult Softball League. According to information obtained from Staff, Tony Cristelli and Joseph Cristelli had a verbal agreement with the previous Recreation Director to operate this, with them giving the City $100.00 per month_ (As stated there is nothing in writing to this effect). DISCUSSION: In an effort to get the best deal possible for the City, 1 had Staff contact the non-profit groups that assist the City with Sports Programs along with Joseph Cristelli to have them submit a bid for these operations. Staff contacted the Boxing Club Boosters, Pop Warner Football, Ocoee Youth Soccer League, Ocoee Little League, Ocoee Teen Club, and Joey Cristelli. Staffreceived three quotes from the following: 1. Joey Cristelli $100.00 per month to the City and 20% profit to Assembly of God Church. 2. Ocoee Teen Club $150.00 per month to the City. I Ocoee Boxing Booster Club $180 per month to the City or 40 %profit of concession sales whichever is greater. RECOMMENDATION: After reviewing these proposals and not knowing how much profit is generated from this operation,the best proposal for the City is to allow the Ocoee Boxing Booster's to operate the Concession's Stand. The Commission needs to provide input and direction on the process and awarding the contract. If you have any questions or need additional information, please advise. I On Wednesday, January 23' you asked me to locate phone numbers for I of our non-profit organizations and contact them regarding placing a bid for operation of the Concession Stand at Vignetti Park. Here is who I contacted and how. Penny Macioszek for the Boxing Boosters was reached by telephone at 407-342-7479. She was sick in bed and did not seem interested. Dan Coleman of Pop Warner Football was reached by beeper 407-290-7926- He also stated that he was not interested in placing a bid because he feared that the operation of running the Concession stand might interfere with parents being able to watch their children play during the season • • Ed Roberts of the Ocoee Youth Soccer League was unavailable. I left a detailed message at his home number 407-877-6568. He did not call back. Gary Hood of the Ocoee Little League was also unavailable. I left a detailed message at his home number 407-877-7662. He did not call back. Joey (current operator of the Concession stand) was reached at Tony Cristelli s home number 407-654-3434. I told him the details of placing a bid, and he did seem interested. Van Haggerty of the Ocoee Teen Club was contacted in his office at 407-905-3100 ext. 5003. I told him the details of placing a bid and he also seemed interested. The details of placing a bid for the Concession stand at Vignetti Park are as follows • We are opening up the operation of the Concession Stand at the Vignetti Park for bids. • You will be bidding on a one year contract. • If you would like to run the Concession stand we need your written bid in our office at he Beech Recreation Center on Thursday. January 24i6. • You will be required to carry General Liability Insurance with the City of Ocoee listed as an additional insured. • Softball leagues run approximately 30 weeks out of the year and run from 6.30 to 10 PM on Monday. After examining the requirements of the bid for the operation of the concession stand, we, The Ocoee Teen Club, offer to take control of operation for the upcoming baseball season for the sum of: one hundred fifty dollars, $150, per month along with any other costs such as the insurance policy required and the costs of operating the concession.
