We have researched other cities and the county to see how they handle Grants requests. First, very few cities provide the level of funding that Ocoee has done over the past few years. Secondly, other cities and the county surveyed confirmed that very few or no dollars are given to Community Groups. Historically, Ocoee has been very generous with Community Grants, and while I think this has had a positive impact on our Community, it may be necessary to implement some guidelines due to growing demands and budget restraints. There are a variety of options available to the City commission: a. Keep the program as is, grant request for funds on a case-by-case basis per public request of the Commission. b. Set a fixed amount of funds, and allocate on an annual basis to groups and or organizations that the City has supported in the past. (See memo dated 7/24/01 from Janet Shira). c. Require all clubs, groups and/or individuals to submit an application to City staff for review and recommendation (Example Attached). You can authorize Staff to make the decision and/or have all applications presented to City Commission for a final decision. POWr Protect Ocoee's Water Resources Community Grants Policy October 15, 2001 Page Two We may also propose that no individuals are eligible to apply, and that there will be no multiple requests. i.e. football and cheerleaders. We might also state that homeowners association or neighborhood associations may apply only for the MVP Program. Currently, there is $35,000 in the Commission's Community Grant Budget with $25,000 of that tentatively `allocated to the West Orange Health Alliance, leaving $10,000 for Commission discretion. There is an additional $2,500 in the City Manager's Community Grant Budget. Staff would like input and direction regarding the Commission's preferred policy on Community Grants. This plan is being recommended in order to continue to provide support to the community, yet limit staff time and Commission time involved in reviewing applications and having to track who has requested and received funds throughout the year. The current system is a tedious process, keeping up with all the requests and keeping the system fair. It has for the most part been a "first come, first served" process and one where the applicant sets the grant amounts through requests versus the City setting the grant amount. Most grant programs request applications which are turned in at the same time (during an application submittal period) and then the grantor decides who gets a grant and for how much. This is usually based on a set of criteria as well as how much money is available. Along with the "community grants" that the City Commission gives out (to schools, scouts, civic clubs, etc.), other donations are also made to local groups to support local programs or events. These are made at staffs discretion, based upon past practice. Examples of these donations are advertisements for school yearbooks, signs on sports fields, and Chamber fundraisers. I have reviewed the Community Promotions expenditures for both the City Manager and Legislative budgets in order to assess where the money is going and in what quantities. I have also taken into consideration that the FY 2001/2002 proposed line item amounts for these two accounts have been reduced in order to present a balanced budget to the City Commission at the rollback rate. (We have proposed a total of $2,500 for City Manager Community Promotions and $10,000 for Legislative Community Promotions.) Based on that information, I would recommend the following distribution of funds for the upcoming fiscal year. Pow Protect Ocoec's Water P ourcos Adency/Club/Group: Reason (past.donations) •Amount . The agencies, schools, clubs, etc. who receive money from the Commission would then be responsible for deciding how they use those funds. The discretionary funds remaining in the Legislative and City Manager budgets would cover those groups not listed above, or other community promotion activities that come up during the year. I would like to discuss this with you once you have had the chance to review it.
