RE: Education Commission
ISSUE
Should the Honorable Mayor and City Commission appoint Donna Huebsch, a resident of
Windermere, to the Education Commission?
BACKGROUND/DISCUSSION
On December 2, 2003, the City Commission adopted Resolution No. 2003-24, amending the
membership requirements to allow three (3) non-resident members if the following requirements
are meet:
1. The non-resident is a parent or guardian of a student and that student attends a
school which other Ocoee students attend; or
2. The non-resident is a staff member at a school which Ocoee student
attends.
Ms. Huebsch's child attends Thornebrooke Elementary School. The Education Commission
currently has one (1) non-resident member, Heidi Koch, whose children attend Lakeview Middle
School and Lake Whitney Elementary School.
Should the Honorable Mayor and City Commission appoint Ms. Huebsch to the Education
Commission, she would be the second non-resident member on the Education Commission and
her term would expire August 2004.

RE: Appointment to General Employees Pension Board
ISSUE
Should the City Commission appoint Mary Anne Swickerath as the fifth trustee for the General
Employees' Retirement Trust Fund?
BACKGROUND/DISCUSSION
Trustees for the Pension Boards serve two-year terms. Two of the trustees are appointed by the
City Commission, two are elected from the employee body, and the fifth trustee is chosen by
those four trustees and presented to the City Commission for certification of the appointment as a
ministerial act.
At the February 11, 2004, board meeting of the General Employees' Retirement Trust Fund, Pat
Cornell, the fifth trustee, resigned effective immediately from her term that ends September 30,
2004. In a meeting duly noticed, the Trustees met March 17 to choose their fifth member. The
Board elected to submit to this Commission the name of Mary Anne Swickerath, Editor of the
West Orange Times.
The Board requests that this appointment be to complete the existing term that ends September
30, 2004, and to extend through the next term which will end September 30, 2006.
RECOMMENDATION
The Trustees of the General Employees' Retirement Trust Fund respectfully request this
Commission to certify the appointment of Mary Anne Swickerath to complete Mrs. Cornell's
term and to serve a term ending September 30, 2006.
