GOVERNOR SECRETARY Contact: Mary Brooks Public Information Officer C 407-709-9840 Sr438@orlandoconstruction.com www.o rl a n d o c o n st ru ct i o n.co rn S.R. 438-SILVER STAR ROAD RECONSTRUCTION PROJECT FACT SHEET A public information meeting on the Silver Star Road-S.R. 438 Reconstruction Project is scheduled for Thursday, Dec. 13, 7-830 p.m. at the Ocoee City Commission Chambers in City Hall, 150 North Lakeshore Drive. Project personnel will provide project information and address questions and concerns. Project plans also will be available for review. Purpose: To improve the safety and traffic flow efficiency of State Road 438, also known as Silver Star Road, the Florida Department of Transportation plans to widen the road in Ocoee and unincorporated Orange County. This reconstruction project entails widening Silver Star Road from two to four lanes from Clarke Road in Ocoee to Apopka Vineland Road, and from two to six lanes from Apopka Vineland Road to Hiawassee Road. The project includes excavating four retention ponds, as well as installing approximately 200 drainage structures and about 9.6 km (6 miles) of drainage pipe; curb and gutter; a concrete median throughout much of the corridor; and bike lanes. Sidewalks and traffic signals will be upgraded. This work also will include realigning Johio Shores Road and the curve on S.R. 438, demolishing a wastewater treatment plant and replacing it with a modern lift station near Hiawassee Road, and installing handrails and gravity walls at many points throughout the project. Work also will include utility improvements for the City of Ocoee, Orange County and Orlando Utilities. Project Limits: Up to 38,200 vehicles a day are expected in 2002 to travel the 4.8-km (3-mile) stretch from just west of Clarke Road in Ocoee to just east of Hiawassee Road in Orlando. By 2022, that traffic volume is expected to increase to 52,600 vehicles a day. Project Start: Work is tentatively scheduled to start on or about Jan. 2, 2002. Project Completion: Work is scheduled to finish in 850 days, or by Spring 2004. In an attempt to reduce the impact of construction on the community, the FDOT is offering an 1 '� incentive or bonus of up to $500,000 for early completion. The contract also includes a il disincentive if the project finishes late. v✓vwv.dot.state.fl.us Project Cost: $12.37 million for construction Contractor: Hubbard Construction has been successfully completing major highway, road and other construction projects in Florida for nearly 80 years. Current and recent contracts total up to $580 million for projects including the Western Beltway, Polk County Parkway, Interstate 4 in Lakeland and the Maitland Boulevard Extension. CONSTRUCTION ENGINEERING AND INSPECTION: KCCS, a subsidiary of Kisinger Campo & Associates (KCA), will oversee the daily operations for the Florida Department of Transportation. KCCS, which has more than a dozen field offices and some 90 field engineers, will ensure that the project is built according to plans and within budget. LANE CLOSURES: No lane closures will be allowed from 6 a.m. — 10 p.m. Motorists should expect occasional nighttime lane closures while crews install drainage pipe across the road and for other construction activities. WORK ZONE SAFETY: For the safety of pedestrians, motorists and the work crews, the 45 mph speed limit will be enforced during construction. Speeding fines are doubled in the work zone. Motorists also should be aware that traffic will shift onto temporary pavement at various phases to accommodate continuous traffic flow during construction. AMENITIES ON THE RIGHT OF WAY: The FDOT right of way will be marked throughout the project to indicate the work zone limits. Any irrigation lines, landscaping, signs or other amenities on the state right of way should be RELOCATED IMMEDIATELY to avoid damage. NEITHER THE STATE NOR THE CONTRACTOR IS RESPONSIBLE FOR DAMAGE TO IRRIGATION LINES AND OTHER ITEMS ON THE STATE RIGHT OF WAY.
