Mark, Chief Of Police /nil DATE: December 10, 2001 SUBJECT: USE OF FORFEITURE FUNDS FOR K-9 EQUIPMENT STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the use, of forfeiture money, not to exceed$4,000,to purchase K-9 training equipment. BACKGROUND The police department has worked very hard over the past several years to establish and maintain an excellent image in the eyes of the public as well as other law enforcement agencies throughout the Central Florida'areawhich at times has been quite a struggle with the way our community has grown. Because of the growth of our community as well as the needs of our depaitiiient,we found ourselves relying on larger agencies for assistance more and more in the area of canine use. The Honorable Mayor and City Commissioners had the foresight to see the need for such a program within our agency and approved the police department to purchase two full service K-9 dogs in this year's budget. In our eagerness to implement such a program, our department failed to encompass all the needs associated with the necessary training requirements of such a program. We failed to take into account all the necessary training aids needed for such a high liability area. After consulting with the lead instructor of the canine training program a list of necessary equipment was complied.The list consisted mainly of bite suits, bite sleeves, protection pads, leg protection sleeves, muzzles, leads, collars etc. Because this type of equipment is costly and we are faced with limited resources due to budget constraints,the department is requesting that forfeiture money be utilized to purchase the needed canine training equipment and necessary accessories.
