BACKGROUND: A Final Subdivision Plan for West End Professional Park was approved several years ago with 29 lots. This Preliminary / Final Subdivision Plan modifies that previously approved plan. This modified plan will include a total of 14 commercial / industrial lots, located on the south side of Professional Parkway just east of Maguire Road. The subject property is currently undeveloped with very few trees on the site. The southern edge of the subject property abuts the Florida Turnpike. The Oak Forest apartment complex and Lake Lily abut the eastern boundary. The property surrounding the proposed subdivision has C-3 and I-1 zoning (west— medical center), C-3 and I-1 zoning (north— various commercial / industrial uses), and R-3 zoning (east— multi- family apartments). DISCUSSION: As shown in the Modified Preliminary / Final Subdivision Plan, the West End Professional Park will have three points of access, all from Professional Parkway (two short cul-de-sacs and one long cul-de-sac). Due to the construction of a new retention pond for the Maguire Road widening project, the existing stub road next to the medical center will not be extended un.-r the modified subdivision plan. There is an existing stormwater management pond in the midi e of the site which will serve all the lots in the subdivision. The property has 1-1 zoning, which al\,tws for some office/commercial uses as well as light industrial uses. Additional right-of-way�'•or Professional Parkway will be dedicated to the City, in order to accommodate the current ro-, widening project for that road. This provision is covered in an existing Developer Agret with the City which also provides for certain waivers from the Land Development Code. POW A November 21, 2001 Honorable Mayor and City Commissioners Page 2 This Preliminary / Final Subdivision Plan includes six proposed waivers related to the Developer Agreement. The first waiver is related to the maximum block length of 1,000 feet, which would be necessary because the design of the road is restricted by existing site conditions. The second, third and sixth waivers are related to providing sidewalks, relieving the Developer of these responsibilities. The fourth and fifth waivers are related to building setbacks and landscape buffers along Professional Parkway. All of these proposed waivers are supported by Staff. The Modified Preliminary / Final Subdivision Plan for the West End Professional Park was reviewed by the Development Review Committee (DRC) on October 10, 2001. There was significant discussion during the DRC meeting about a variety of outstanding issues which were identified in a DRC staff report. The concerns of Staff were explained and the Applicant agreed to comply with Staff recommendations. The Committee voted unanimously to recommend approval of the Preliminary / Final Subdivision Plan, subject to making the revisions to the plans as discussed in the meeting. All of the DRC requirements have now been satisfactorily addressed in the plans received November 5, 2001. PLANNING 8 ZONING COMMISSION RECOMMENDATION: On November 13, 2001, the Planning and Zoning Commission considered the Modified Preliminary / Final Subdivision Plan for West End Professional Park. The Staff and the Developer provided a detailed presentation describing the project and the most important issues. During the discussion, the Commission asked several questions regarding the proposed waivers, which were addressed by Staff and the applicant. When the discussion was finished, the Planning and Zoning Commission voted unanimously to recommend approval of the proposed Modified Preliminary / Final Subdivision Plan, including all of the proposed waivers, in accordance with the Staff recommendation. STAFF RECOMMENDATION: Based upon the recommendations of the Planning and Zoning Commission and the DRC,Staff respectfully recommends that the Mayor and City Commissioners approve the Modified Preliminary I Final Subdivision Plan for West End Professional Park, including all of the proposed waivers, as date stamped received by the City on November 5, 2001. THE LOCATIONS OF EXISTING UTILITIES AND STORM DRAINAGE SHOWN ON THE PLANS HAVE BEEN DETERMINED FROM THE BEST INFORMATION AVAILABLE AND ARE GIVEN FOR THE CONVENIENCE OF THE CONTRACTOR. ENGINEER ASSUMES NO RESPONSIBILITY FOR INACCURACY. CONTRACTOR SHALL BECOME FAMILIAR WITH AND CONFORM WITH ALL TREE PROTECTION/PRESERVATION PROVISIONS OF THE CONTRACT DOCUMENTS AND LOCAL GOVERNMENT. 12.
