RE: B02-02, Domestic Wastewater Residuals Disposal
ISSUE
Should the City Commission select Shelley's Environmental Systems to provide all labor,
materials, specialized waste handling equipment and land application site to transport and
dispose of all domestic wastewater residuals that the City deems necessary?
BACKGROUND & DISCUSSION:
The City currently budgets for the removal of wastewater residuals under contractual services,
and is currently paying $39.00/ton of sludge. Last fiscal year, the City expended $73,950.42 for
domestic wastewater residuals disposal. This total reflects more than 1,896 tons of sludge
removal. The City's contract with the current vendor has expired. Per FDEP requirements, the
City must have an existing contract for the removal of wastewater residuals.
The bid was advertised on January 13, 2002, and publicly opened on February 5, 2002.
Responses were received from the following companies:
1) Shelley's Environmental Systems $23.00/ton
2) Azurix, Inc. (Ft. Myers, FL) . $39.50/ton
Attached is a copy of the bid from Shelley's Environmental Systems along with the bid
tabulation sheet. Copies of all bids are available in the Finance Department for your review.
The bids were reviewed by the Utilities and Finance Departments. Staff recommends awarding
the bid to Shelley's Environmental Systems as the most responsive and responsible bidder,
per the attached memo from Rosanne Gavrilovic, Engineer I, Utilities Department.
STAFF RECOMMENDATION
It respectfully is recommended that the City Commission award Bid #B02-02 to Shelley'
Environmental Systems, and authorize execution of the agreement between the City an
Shelley's Environmental Systems by the Mayor and City Clerk and further authorize the Mayor,
City Clerk and Staff to execute all documents necessary to consummate the transacts n
contemplated by the agreement.

On February 5, 2002, the bid closed for the B#02=02 Domestic Wastewater Residuals Disposal.
There were two (2)bids received which were reviewed by the Engineering Department.
The low bidder is Shelley's Environmental Systems at $23.00/ton of sludge. The only other
bid received was from Azurix North America Residuals Management,Inc. at $39.65/ton of
sludge.
The bids were reviewed for completeness, qualifications and references. It.is the Engineering
Department's recommendation that B#02-02 Domestic Wastewater Residuals Disposal be
awarded to Shelley's Environmental Systems in the amount of$23.00/ton of sludge.

DOMESTIC WASTEWATER RESIDUALS.DISPOSAL
SCOPE OF WORK
The work to be performed under this contract consists of furnishing all labor, materials,
specialized waste handling equipment and land application site to perform the following:
The City will provide twenty-four (24) hour notice, to the Contractor, when service as described
in the Contract Documents is needed. The Contractor will be required to perform the service
within said time period.
The Contractor will provide a trailer to be filled by the City with approximately 20-23 tons of
domestic wastewater cake residuals then transport, stabilize and dispose of said contents. The
• average solids content is 12-15%. The Contractor will be required to pick up, transport and
dispose of liquid residuals in a vehicle supplied by the Contractor.
The domestic wastewater residuals will be picked up from the City's generation site, the City of
Ocoee's Wastewater Treatment Facility, located at 1800 A. D.Mims Rd., Ocoee, FL 34761.
The Contractor will be required to transport and dispose of all the domestic wastewater residuals
the City deems necessary (approximately 40 tons/week).
-The Contractor must be permitted as a Residuals Management Facility by the Florida Department
of Environmental Protection (FDEP) to meet Class "B" stabilization requirements, as a
minimum, as described within the Code of Federal-Register (CFR) Part 503. A copy of the
FDEP permit shall be provided to the City.
The Contractor will be required to dispose of the City's domestic residuals at a site permitted by
the Florida Department of Environmental Protection.
• Transportation and disposal of the municipal domestic wastewater residuals will be
accomplished in accordance with all applicable laws, including, but not limited to, of CFR Part
503 and Chapter 62-640 Florida Administrative Code (FAC).
