RE: Cell Phones
Background:
The issue of Cell Phone use, cost and or reimbursement was not addressed in the Commission
Expense-Stipon Policy. Staff is seeking approval of cell phones as a necessary communication tool
for the Mayor and Commission to effectively communicate with citizens and staff in full filling the
duties of an elected representative.
Discussion:
Past practice had each elected official determine the need and value of cell phone communication.
There has been an increase in calls from citizens and staff to personal cell phone numbers of the
elected officials. This increase has caused an escalation in the monthly billing to the individual
commission members. It is recommended that cell phones be provided as necessary tools to the
elected officials for improved communication with controlled cost. The phone is no different than
other approved tools such as the Palm Pilot and Laptop Computers to assist the elected officials in
carrying out their responsibilities.
Recommendation:
Staff recommends and requests authorization for the purchase of two cell phones and to transfer
$1629.84 from the General Government Account 001-516-00-6405 Color Copier/Printer Scanner
to Legislative Account 001-511-00-4100 Telephone Expense. This amount covers the cost of the
phones and monthly billing through September 30, 2002.
