OfQ Al/ Assistant City Engineer/Utilities Director SUBJECT: Authorization to Approve FDOT Work Orders for FDOT SR 438 (Silver Star Road) Project As part of the FDOT project to widen SR 438 (Silver Star Road), the City of Ocoee has partnered with FDOT for some utility relocations of City water and wastewater pipelines within the project limits. The City's work is being covered under the project from the donated right-of-way (ROW) for the project. Under previous actions by the City Commission, the City transferred the ROW to FDOT for a amount of $633,900 to be used against the design and construction of the utility relocation work required on the Ocoee facilities within the FDOT ROW. Based upon the contractor's bid price for the City's portion of the construction contract and the City's associated design costs, approximately $413,000 has already been spent or is encumbered for other engineering and/or construction portions of the project. According to the project dollars there is a contingency for the City's utility work of approximately $221,000. The process that FDOT follows requires approval of changes to the project design before any of the additional work can be performed. In the case of additional work that FDOT would pay for, there is a mechanism in place for the someone in FDOT to sign the work orders depending upon dollar amounts. FDOT has asked how the City will handle this process should there be a change in the work that is being performed on the pipeline relocations. Mayor Vandergrift signed the original agreements. Typically, FDOT looks for the ' original signee to be the executor of the work orders or his designee if that is the chosen plan. Five work orders have been processed by FDOT and the City and have I p . wTF, • : i Prat*i169e's /at r:RROs'941 es•6 been submitted to the City Commission for approval and execution by the Mayor. All of these work orders have occurred prior to any construction taking place, therefore the amount of time required to go through the FDOT approval and the City's approval was not a factor. However, now that construction has begun, time is a factor of consideration. For this project, the Engineering Department would request that the City Commission approve Mayor Vandergrift to sign all work orders as required with a not to exceed cumulative amount of $221,000 without having to bring each work order before the City Commission for review and approval. FDOT requires that the work order be signed by the City. If each work order has to be presented to the City Commission for approval, the cost will be prohibitively to high and a delay may occur in the project which FDOT will not allow. I will take the responsibility to collect all necessary data and present each work order to the Mayor for approval. I will also track the overall project for any updates to the City Commission as required or necessary. There are a few issues on the table at this time that are or may be changes to the project. They are: • Deletion of approximately 150 linear feet of 12 inch water main on Silver Star Road at Lake Johio Road because it was installed as part of the Silver Crossing project. • Addition of two wet taps on the existing 16 inch force main at the intersection of Silver Star Road and Clarke Road. They were not included in the original project because of timing issues under FDOT guidelines. • The possible inclusion of polybag wrapping of the ductile iron pipe, per City Utility Standards. FDOT and the design engineers are researching whether it was included in the bidding documents. Therefore, for the SR 438 Silver Star Road Project for the Florida Department of Transportation, the Engineering Department recommends that the City Commission approve the authorization for Mayor Vandergrift to sign all work orders as required with a not to exceed cumulative amount of $221,000 without having to bring each work order before the City Commission for review and approval. As a minimum, at the end of the project, a summary of all activity will be presented to the City Commission for final review.
