BACKGROUND: The Friends of Lake Apopka (FOLA) was formed in 1991 as a citizen advocacy group dedicated to the continued restoration of Lake Apopka. In 1999, FOLA launched the Lake Apopka Basin Planning Initiative to promote regional cooperation. In February 2000, the Lake Apopka Basin Steering Committee was created to formalize the Initiative's work and to work on regional scale matters. Mayor Vangergrift serves on the Steering Committee along with several other elected officials. The East Central Florida Regional Planning Council (ECFRPC) has provided technical and administrative support to the Steering Committee. In 2001, FOLA hired Land Design Innovations to prepare a conceptual master plan for greenways, trails, recreation and ecotourism opportunities in the Lake Apopka Basin. A copy of the Plan is attached. DISCUSSION: The purpose of the Lake Apopka Basin Master Plan is to create a framework for implementing a system of bikeways, trails, greenways, recreation and ecotourism opportunities around Lake Apopka. The trail system, in conjunction with key recreation and ecotourism sites, is intended to attract people to the Lake, raise their awareness of Lake Apopka as an important natural resource and educate the public on the importance of preserving Florida's natural resources. In Ocoee, principal features of the Plan include a trail segment along Ingram Road from McCormick Road to the West Orange Trail and a trail segment along the southerly border of the Coca Cola properly from the West Orange Trail to Lake Apopka and to any recreation areas provided within the Ocoee property (City park, butterfly garden, etc.). Both of these proposed trail features are consistent with the Transportation Element of the EAR Based Amendments to the Comprehensive Plan, which was recently transmitted to the State. (See Figure 12, Bicycle, Pedestrian and Transit Master Plan 2020) In addition, a Lake Apopka Park was identified in the Recreation and Open Space Element of the transmitted Comprehensive Plan that could connect with e latter trail segment. (See Figure 18, City and Area Parks) The Honorable Mayor and City Commissioners May 7, 2002 Page 2 The Butterfly Garden, which is identified as a possible use in the Lake Apopka Basin Master Plan, while not specifically identified in the transmitted Comprehensive Plan,would appear to be a compatible use. As to Implementation, the Lake Apopka Basin Master Plan states the following for the portions affecting Ocoee: "Segment A (of the trail from Magnolia Park to the West Orange Trail -essentially for Ocoee the portion along Ingram Road) - Orange County should be in charge of the acquisition, maintenance and operation of the new trail segment by making it part of to the existing West Orange Trail system)." There would not appear to be any issues with the"Segment A" portion of the proposal. "Ocoee Property- The Butterfly Garden and the trail connecting the West Orange Trail and the Butterfly Garden (and the lake) should be owned by the City of Ocoee. There may be a public-private agreement for the operation and maintenance of the Garden. The City may also be the responsible agency for the maintenance of the trail and any boardwalks located within the mitigation area." For the "Ocoee Property portion of the proposal, there may be financial and operational responsibilities that that would require more evaluation by the City at the time of implementation. City ownership of the trail may not be an issue; however, several options would appear to be available regarding ownership of the proposed Butterfly Garden, such as, for example, the land on which it may sit being possibly owned by the City and leased to a private entity. Finally, the Lake Apopka Basin Master Plan contains a section on "Grants and Funding" that identifies potential funding sources and recommendations. One recommendation states "Have the municipalities apply at the same time for grants to fund specific projects or segments within their jurisdictions." This recommendation appears to be consistent with standard local practices of the City in securing funding for recreational facilities. RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commissioners adopt Resolution No. 2002-05 approving the Lake Apopka Basin Master Plan: Greenways, Trails, Recreation, Ecotourism and agreeing to participate in its implementation, subject to financial resources being available to the City of Ocoee for improvements on City property. (FOLA), was formed in 1991 to: • Halt pollution discharge into the lake, • Promote and encourage all feasible proposals aimed at the restoration of the Lake Apopka basin, • Encourage local, state and federal agencies to work in cooperation toward lake restoration, • Promote awareness through educational activities regarding the restoration of Lake Apopka; and WHEREAS, FOLA, Orange and Lake Counties, the Cities of Apopka, Ocoee, Winter Garden, Oakland, Clermont and the Town of Montverde joined together in 1999 to undertake the Lake Apopka Basin Planning Initiative and to promote regional cooperation in the effort to restore Lake Apopka; and WHEREAS, the Lake Apopka Basin Steering Committee, comprised of elected officials from these jurisdictions and sponsored by the East Central Florida Regional Planning Council (ECFRPC) with the support of FOLA and other non-profit advocacy groups, has given oversight and guidance to the Planning Initiative; and WHEREAS, the Steering Committee adopted a strategically oriented work program to promote basin activities having the potential to enhance the environmental quality and sensitive development of the basin, including nature-based tourism and recreation; these five issues areas are: 1) Shoreline Protection, 2) Greenways and Trails, 3) Viewsheds, 4) Public Access, 5) Natural Setting; and WHEREAS, FOLA prepared the Lake Apopka Basin Master Plan: Greenways, Trails, Recreation, and Ecotourism to address several issue areas of the Planning Initiative; and WHEREAS, the Lake Apopka Basin Master Plan: Greenways Trails, Recreation and Ecotourism offers many benefits, including: • Connections to the State of Florida Greenways and Trails System, • New recreational opportunities, • Involve residents and visitors in the State's natural heritage and beauty, • Link natural areas and open spaces, • Increase nature-based educational opportunities, • Promote uses within the lake Apopka Basin that support its restoration, • Attract Ecotourism business to the local communities around Lake Apopka; and WHEREAS, FOLA presented the Lake Apopka Basin Master Plan to a Task Force comprised of government agency representatives and non-profit advocacy groups on February 7, 2002, where it was approved; and WHEREAS, the Lake Apopka Basin Steering Committee voted unanimously to approve the Lake Apopka Basin Master Plan on March 15, 2002 and to send the Plan to each individual jurisdiction for approval; and WHEREAS, FOLA is requesting each local government to now adopt the Lake Apopka Basin Master Plan, express support for the Master Plan implementation and continue the regional cooperative efforts of the Lake Apopka Restoration; and WHEREAS, once the Lake Apopka Basin Master Plan is approved by each jurisdiction, Phase II — Implementation of the Master Plan will begin, including the creation of greenway and trail design standards, conceptual site plans for each trail link, and property acquisition efforts and ownership, with the understanding that specific recommendations of the Master Plan will be evaluated by the City for their implementability before the City is committed to action and also that financial resources become available to the City of Ocoee for improvements on City property. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA TO: 1. Adopt the Lake Apopka Basin Master Plan: Greenways, Trails, Recreation, Ecotourism; 2. Direct appropriate staff to work with FOLA and their consultants on Phase II — Implementation; 3. Fully cooperate in the regional effort with FOLA and the affected; government jurisdictions to implement the Lake Apopka Basin Master Plan; 4. Participate in joint grant applications to solicit funding for Phase II — Implementation. We have lured a professional planning firm. Land Design Innovations, Inc., and they have completed a conceptual master plan which includes a loop trail around the lake and a series of trailhcads designed for ecotourism. environmental education and recreational activities. Members of your staff have assisted in developing Ibis exciting project and the lake Apopka Basin Steering Committee has approved it. We now ask to be placed on your agenda as soon as possible to present this project to your elected council and to describe our plans for completion of Phase II which includes design and initial implementation processes. During this presentation we plan to ask you for the following: I. A critical review of the conceptual master plan and the comments of your elected officials and staff members 2 Adoption of a resolution supporting this process 3. Assignment of appropriate staff members to work with design and implementation teams in the next phase. 4. Assistance in funding Phase II. (We will request$5,0300 from each of the eight jurisdictions). 5. Your long-term support in the implementation of this project. We will contact you and your staff in the near future with our request for an agenda date tin your council.
