MEMORANDUM

RE: Ocoee/ FDOT Street Light Maintenance Agreement
Attached for your review and approval is a proposed State Highway Lighting, Maintenance, and
Compensation Agreement between Ocoee and FDOT.
'Ibis agreement provides for funding from FDO'I'to the City to help defray the cost of street light
operation and maintenance on several state highways within Ocoee's corporate limits. We have
been unable to confirm whether or not Ocoee is currently paying for the lights in question,
because street light bills from Florida Power do not describe the lights for which the bills arc
rendered.
I asked Florida Power to determine the cost of a group of 119 street lights, the number of lights
that are the subject of this agreement. Florida Power advises that the monthly rental,maintenance
and energy costs for standard street lights would be$6.89.
The street lights in question are on SR 50, SR 438 and SR 439. Although Florida Power
identified 238 lights within these State Road rights-of-way, FDOT has listed only 119 lights as
subject to the Agreement. Based on a per light cost of$6.89, the total cost for these 119 lights
would he $819.91, or an annual cost of$9,838.92.
The proposed Agreement would provide Ocoee with an annual payment from FDOT in the
amount of$4,462.50 for the fiscal year in which the agreement is signed. In future fiscal years,
the Agreement provides that FDO'P and Ocoee are to agree on the amount to be paid by FDOT to
Ocoee prior to the beginning of each future fiscal year.
As you can see, the proposed annual payment to Ocoee of$4,462.50 will reduce by nearly hr\
the $9,838.92 cost that is now funded entirely from the general fund.

1 recommend that the City Commission:
1) Authorize the Mayor and City Clerk to execute the attached Traffic Signal
Maintenance and Compensation Agreement.
2) Direct the City Clerk to attach a certified copy of the minutes of this meeting
pertaining to this subject to the Agreement prior to submittal of both to [DOT.

Dear Mayor Vandergrift:
You may be aware of the previous letters sent to your local government about the new
traffic signal maintenance agreement and highway lighting maintenance agreement.
Beginning in FY 2002/2003, these new agreements will allow the Florida Department of
Transportation to reimburse local governments for a portion of the cost to maintain and
operate traffic signals and highway lighting on the state highway system.
For highway lighting, the reimbursement rate will be no greater than the statewide
standard rate.
To be eligible for reimbursement local governments must:
• Execute the new enclosed State Highway Lighting, Maintenance and
Compensation Agreement.
• Submit a resolution or documentation designating the officer(s) authorized to sign
the Agreements.
• Annually certify that the highway lights were maintained and operated in
accordance with the terms of the agreement.
The following information should he helpful to you:
• Carefully review the attached Table I. Table I is a summary of the locations of
highway lights on the state highway system which are eligible for reimbursement.
These highway lights are the ones you agree to maintain and the Department agrees
to provide some compensation. If you note any discrepancies, contact the
Department immediately.

For your information, each year the local government and the Department must
agree on the number of highway lights for reimbursement. Each year a work order
will be issued that indicates the new compensation to he paid.
• A resolution by the local government or meeting minutes authorizing the initial
execution of the agreement is required. However, no further authorization for future
years will be required. Please submit a copy of the resolution or minutes with the
executed State Highway Lighting, Maintenance and Compensation Agreement.
• Please send the above documents; the State Highway Lighting, Maintenance and
Compensation Agreement and the resolution or minutes, to me at the address on the
letterhead as soon as possible. The Department would like to receive the documents
by June 30, 2002, however we realize at this late date that may not be possible.

Hopefully, the above information will be helpful to you. We look forward to the
execution of the required documents so that the Department can begin to compensate you
