SUBJECT: Approval and Authorization to Joint Venture with
Orange County Public Schools on the
South Lakeshore Drive Drainage Improvements
South Lakeshore Drive has experienced some drainage problems over the past years. When the
Orange County Public Schools (OCPS)built the new Ocoee Middle School, the stormwater
drainage for site was designed to overflow onto Lakeshore Drive for excessive rainfall events.
This design, while approved by the St. Johns River Water Management District, did not help the
drainage problems in the area. The design did not allow for direct overflow discharge to Starke
Lake.
the Ocoee Engineering Department has been working with OCPS and its consultant on this issue
since the new school was built. With the assistance of the local residents, especially Mr. Ben
Griffin, the issue has been brought to the resolution phase. Ocoee and OCPS staffs have
continued to work very closely on this issue and propose the following plan to resolve the
drainage issue:
• The proposed improvements include collecting the runoff from the dirt road and routing
it to the Middle School pond, the installation of structures and piping to collect the
Middle School pond overflow and conveying it directly to Starke Lake as opposed to
allowing it to run down Lakeshore Drive. See the attached sketch of the improvements.
• Ocoee has performed the surveying of the area and the property boundary research for
obtaining an easement to Stake Lake. Foley and Lardner is ready to finalize the easement
agreement with the Reese Estate for a 10 foot easement along the north property line
from Lakeshore Drive to Starke Lake.
• OCPS is ready to finalize the detailed design and obtain the permit from the St. Johns
River Water Management District for the proposed drainage improvements.

• Gibbs &Register, Inc. (G&R), the contractor for the utility service to the Public Works
Office Complex has provided a written quote for performing the work. This was the
basis for the fixed cost estimate that allowed the staffs to proposed this program. G&R is
willing to change order the work into its existing and still open contract. "fhe Attached
letter from G&R is their proposal for$33,488.67 to perform the work as shown on the
sketch.
• OCPS and Ocoee staffs are proposing to split the construction cost 50/50 with Ocoee
taking care of the surveying, legal, and easement costs and OCPS taking care of the
design and permitting costs.
The City's share of the project including surveying, legal, easement cost, and one-half of the
construction cost should not exceed $20,000. While the City and OCPS can debate the issue for
various reasons, the staffs feel that this an equitable solution that will allow the residents on the
south end of Lakeshore Drive relief from the drainage issue. There is approximately S I14,000
remaining in the Stormwater Contingency Account under Stormwater Utility Engineering and
Inspections, of which a portion can be used for this project. When the project is ready to go to
construction, staff will be bringing the change order for approval and the final dollar figures can
be presented.
I recommend that the City Commission approve the proposed drainage improvements and
authorize staff to proceed with finalizing the easement procurement, design, permitting and
change order negotiation to be brought back to the City Commission for final approval at a future
date.
I also recommend that funds be encumbered from the Stormwater Contingency Account under
Stormwater Utility Engineering and Inspections to pay for this project.

Subject: RPC for Water&Sewer Service to Public Works Office Complex for Stoumwater Drainage
Project on Lakeshore Drive(Proposed Change Order No. I)
Dear Mr. Wheeler,
We are pleased to offer this change order proposal for the work described in your letter,dated February 18,
2002. G&R proposes to complete the scope of work mentioned in your letter based on the attached
schedule of values and following clarifications.
COST
We propose to perform the work as summarized in the attached schedule of values for the lump sum
amount of S 31,773.00. lithe City chooses to upsize the proposed pipe to 24",add S 1,715.00. Although
G&R has not performed a design analysis on the subject drainage basin,we are of the opinion that the
increased pipe size may be warranted,based an the large area that outfells to the stilling basin.
CLARIFICATIONS
1. G&R proposed to use 12"PE pipe in lieu of 12"PVC for the 120 If run. This would be
compatible with the existing polyethylene pipe we would he connecting to.
2. C&R's proposal includes the cost of furnishing and installing the asphalt speed bump called
out on the attached drawing,but not described in your letter
3. All sod is to bo Argentine Bahia.
4. Work to be completed during standard business hours.
5, Surveying layout will be onnsiniction surveying only.The city will locate the easements in
which the pipe is to be located, An as-built sketch will be provided by G&R prepared by
O&R personnel. Alternatively the City can perform its own as-built survey.
6. No materials testing by G&R is included.
7. No permit costs arc included.
8. It is assumed that the El. 101.00 for the outfall invert is at or above the existing water surface
elevation in Stark Lake.
