District TO: The Honorable Mayor and Board of City Commissioners FROM: Steve Goclon, Acting Chief of Police v/Cl DATE: July 30, 2002 SUBJECT: AUTHORIZATION TO PARTICIPATE IN THE HONDA AQUATRAX "LAW LOANER" PROGRAM STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the police department to participate in the Honda AquaTrax "Law Loaner"program. BACKGROUND The City of Ocoee, as well as the Police Department, have maintained their progressiveness by implementing and maintaining existing programs that continue to benefit and improve the quality of life of the citizenry in which it serves. Watercraft, such as jet skis, are an essential piece of equipment as the City continues to grow and requires us to meet the ever-increasing needs of today's demanding services. To this end, the police department would like to continue to provide for the safety of the citizens on the waterways of our city. Effective May 2001, with the approval of the Honorable Mayor and Board of City Commissioners, the police department instituted the watercraft`law loaner" program with Cycle Sports Center, Orlando, Florida. Our current goal is to institute this program for a second year. This year, the recently opened Performance Honda in Winter Garden would be providing a jct ski for this program. The police department's Marine Unit is a "part-time" specialized unit that is attached to the Special Operations Division. It provides a service to the recreational boaters and residents that enjoy the leisure opportunities available within the city. Primarily utilized on weekends, when Starke Lake is most crowded, the Marine Unit provides for a safe, enjoyable environment through public relations, education, and selective law enforcement when necessary. The lease of this craft will be at a cost of S1.00 to the city with only standard costs incurred to cover fuel, oil and sparkplugs. A light trailer that can be used year after year will be purchased from the department's small equipment budget upon approval of this program. RECOMMENDATION It is respectfully recommended that the honorable Mayor and Board of City Commissioners approve this request in order that the police department might continue to offer the aforementioned services for the citizens of Ocoee. It is also requested that the Mayor and City Clerk execute the necessary documents with the City Attorncy's approval. This is accomplished mostly through positive public relations and citizen contact on the lake and shorelines.The City of Ocoee has a local cable station (OGTV) and intends to offer public service announcements concerning boating safety. Why is it necessary? As a full-service law enforcement agency, the personal watercraft plays a vital role in the performance of the department's marine patrol. Not only does it provide a means for officers to address safety issues on the water, but also helps in the assistance of disabled watercraft. How will the assistance help? With the use of the Honda Aquatrax, the Ocoee Police Marine Patrol can function on the water as well as the shoreline.The Aquatrax will allow officers to monitor the lakes, foster positive relations with the local boating community and provide a safe boating environment.
