MEMORANDUM
TO: The Honorable Mayor and Board of City Commissioners
FROM: James W. Shira, P.E., City Engineer/Utilities Director//
DATE: July 26, 2002
RE: Street Lights
Attached for your review are three street light options provided to us by Florida Power
for use along Lakeshore Drive. Two of the light fixtures proposed by Florida Power are
similar to the light fixtures recommended by Commissioners Johnson and Parker, and
the third fixture is quite different. The cost of each option and a photo of each is
included in the attached memo to Mr. Gleason.
Depending on the option selected, the City's initial cost would range from $4,462.71 to
$6,189.48, and monthly power and rental costs would range from $569.10 to $725.13.
Please note in the attached memo, that the option with the highest initial cost has the
lowest monthly cost.
We also received requests from the public for street light installations at two other
locations.
The first was a request to install street lights on Hackney-Prairie Road from Clarke Road
to the east end of Remington Oaks subdivision. Florida Power supplied a cost estimate
for this project based on thirteen 250 watt "cobra-head"fixtures on 35 foot tall concrete
poles.
The initial cost for this will be $6,918.31 and the monthly power and rental cost will be
$211.46. The initial cost will be charged to the Streets division operating account and
the monthly cost will be charged to the Streets division Electric Expense account.
The second request was for two street lights on Economic Court in front of the Red
Roof Inn. Florida Power provided two estimates for this project. The first (Economi
Court Option #1) uses 250 watt"cobra-head"fixtures on 35 foot tall concrete pole
with overhead wiring. The initial cost for this option is $387.24 and the monthly co is \i

$ 25.22. The second (Economic Court Option #2) uses 250 watt black "shoebox"
fixtures similar to those installed on the Red Roof Inn property, and 35 foot tall
decorative concrete poles with underground wiring. The initial cost for this option is
$295.96 and the monthly cost is $63.30.
Both the Hackney-Prairie Road lights and the Economic Court lights would be charged
to the public works accounts referred to above.
All of these options are summarized below:
• Lakeshore Drive — 21 lights
o Option #1 - 175 watt"Sanibel"fixtures on 22 foot tall pole - $4,462.71 initial
cost, $725.13 monthly cost ( $8,701.56 annually).
o Option #2 - 100 watt "Flagler" fixture on 16 foot tall pole - $5,294.88 initial
cost, $738.15 monthly cost ($8,857.80 annually).
o Option #3 - 100 watt"Ocala"fixture on 16 foot tall pole - $6,189.48 initial
cost, $569.10 monthly cost ($6,829.20 annually).
• Hackney-Prairie Road — 13 lights
O 250 watt "cobra-head" fixtures on 35 foot tall poles - $6,918.31 initial cost,
$211.46 monthly cost ($2,537.52 annually).
• Economic Court — 2 lights
o Option #1 - 250 watt "cobra-head"fixture on 35 foot tall pole with overhead
wiring - $387.24 initial cost, $25.22 monthly cost ($302.64 annually).
o Option #2 - 250 watt "shoebox"fixture on 35 foot tall pole with underground
wiring - $295.96 initial cost, $63.30 monthly cost ($759.60 annually).
These figures are presented to the City Commission for review. The figures above for
Lakeshore Drive are slightly different than those that had been presented by the Public
Works department on May 21 ($4,463 initial cost and $675.00 monthly cost).
If the City Commission wants to proceed with any or all of these three projects, we
need the following:
O Lakeshore Drive - Proceed? (yes/no) If yes, which option? (1, 2 or 3)
o Economic Court — Proceed? (yes/no) If yes, which option? (1 or 2)
o Hackney-Prairie Road — Proceed? (yes/no)
o Authorization to transfer appropriate amount from General Fund Contingency
account # 001-516-00-4900 to fund the initial cost(s) of the selected option(s).

RE: Lakeshore Drive / Downtown Streetlights
Juan DaCosta provided cost data for three options. Two options use light fixtures very similar to
those preferred by Commissioners Johnson and Parker, and the third option uses a very different
fixture. All of the prices are based on 21 lights. Pictures of each of the three are attached.
The first option is to use a 175 watt fixture called "Sanibel" on a 22 foot pole. This is the one
most unlike those preferred by Commissioners Johnson and Parker. Total monthly rent for this
option is $725.13, and there is a one-time up front cost of$4,462.71.
The second option uses a 100 watt fixture called "Flagler" on a 16 foot pole. Total monthly rent
is $738.15, and there is a one-time up front cost of$5,294.88.
The third option uses a 100 watt fixture called "Ocala" on a 16 foot pole. Total monthly rent is
$569.10, and there is a one-time up front cost of$6,189.48.
Once a decision has been made as to the preferred option,Juan can be directed to begin ordering
materials.

RE: Hackney-Prairie Road Streetlights
Juan DaCosta provided cost data for this project.
The project will entail installation of 13 streetlights from Clarke Road east to the east boundary
of Remington Oaks subdivision. These will be 250 watt"cobra-head"fixtures on 35 foot
concrete poles.
Total monthly rental for these lights will be$211.46 and there will be a one-time up front cost of
$6,918.31. This is a public road, so all of these costs are general fund liabilities, not liabilities of
a homeowner's association.

Once a decision has been made to proceed with this project, Juan can be directed to begin
ordering materials.
