RE: Redistricting Ordinance No. 2002-18
According to the Charter § C-71. Redistricting, the City Commission shall, by ordinance
adopted by a majority vote of all the members of the City Commission, redistrict the
geographic boundaries of each single-member district after each official decennial census
conducted by the United States Government and, to the extent permitted by law, after receipt
of a report by the Districting Commission containing recommendations, if any, for the
adjustment of district boundaries as required under § C-66 of this Article. District boundaries
shall not be changed less than four (4) months prior to a regular municipal election, except to
include territory annexed to or consolidated with the city. All redistricting of district
boundaries shall be in accordance with the Constitutions and the laws of the United States and
of Florida and the provisions of § C-66C(4)(a) through (d) of this Article.
§ C-66 D provides that within two months of the receipt of any such reports from the
Districting Commission, the City Commission shall accept or reject the recommendations
contained therein, or send such reports back to the Districting Commission for further study
and consideration.
At your regular meeting of April 16, 2002, you reviewed the plans presented by the Districting
Commission and directed staff to prepare the adopting ordinance and advertising in order to
change the legal boundaries of the districts according to the plan named Public Plan 1, as that
plan would cause the districts to be more evenly divided according to population. The
ordinance is attached and the advertising for the public hearing scheduled for July 16, 2002, is
in place.
RECOMMENDATION
It respectfully is requested that the Honorable Mayor and Commissioners adopt Ordinance
No. 2002-18 which changes the district lines according to Public Plan 1 as presented by the
Districting Commission on April 16, 2002.

AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA
RELATING TO GEOGRAPHICAL BOUNDARIES FOR
SINGLE-MEMBER CITY COMMISSION DISTRICTS;
AMENDING SECTION 5-21 OF ARTICLE II OF CHAPTER
5 OF THE CODE OF ORDINANCES OF THE CITY OF
OCOEE IN ORDER TO CHANGE THE GEOGRAPHIC
BOUNDARIES OF THE SINGLE-MEMBER CITY
COMMISSION DISTRICTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the provisions of Section C-71 of Article XI of the Charter of the
City of Ocoee requires that the City Commission redistrict the geographic boundaries of each
single-member district after each official decennial census conducted by the United States
Government; and
WHEREAS, the United States Government conducted the official decennial
census in 2000; and
WHEREAS, the provisions of Section C-66 of Article XI of the Charter of the
City of Ocoee requires that a Districting Commission be established to review the geographic
boundaries of the single-member districts and prepare a report to the City Commission
containing recommendations, if any, for adjustments of the district boundaries; and
WHEREAS, the City Commission established a Districting Commission which
held three public meetings and conducted a public hearing on proposed redistricting plans; and
WHEREAS, on March 20, 2002 the Districting Commission adopted a report
containing recommendations for the adjustment of the geographic boundaries of Districts 1, 2, 3
and 4 and recommended to the City Commission that the geographic boundaries of said Districts
be changed as set forth in said report; and

WHEREAS, on April 16, 2002, the City Commission received and accepted the
recommendations of the Districting Commission contained in said report; and
WHEREAS, for the purposes of carrying out the provisions of Article XI of the
Charter of the City of Ocoee, the City Commission of the City of Ocoee desires to change the
geographic boundaries of the single-member City Commission Districts as recommended by the
Districting Commission based on the official decennial census conducted by the United States
Government.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION 1. The City Commission of the City of Ocoee has the authority to adopt this
Ordinance pursuant to Article VIII of the Constitution of the State of Florida, and Chapter 166,
Florida Statutes, and Article XI of the Charter of the City of Ocoee.
SECTION 2. Section 5-21 of Article II of Chapter 5 of the Code of Ordinances of the
City of Ocoee, Florida, is hereby amended by deleting in its entirety the current provisions
thereof and substituting the following in lieu thereof:
§5-21. Establishment of geographical boundaries for single-member City
Commission districts.
A. For the purposes of carrying out the provisions of Article XI of the City Charter,
the City of Ocoee is hereby divided into four (4) single-member districts, each district being
defined by reference to the Public Records of Orange County, Florida on file on June 1, 2002.
The four(4) single-member districts are as follows:
(1) District No. 1.
District No. 1 shall consist of that part of the City of Ocoee located within the
following geographical areas: See Exhibit "A" attached hereto and by this
reference made a part hereof
(2) District No. 2.

District No. 2 shall consist of that part of the City of Ocoee located within the
following geographical areas: See Exhibit "B" attached hereto and by this
reference made a part hereof
(3) District No. 3.
District No. 3 shall consist of that part of the City of Ocoee located within the
following geographical areas: See Exhibit "C" attached hereto and by this
reference made a part hereof.
(4) District No. 4.
District No. 4 shall consist of that part of the City of Ocoee located within the
following geographical areas: See Exhibit "D" attached hereto and by this
reference made a part hereof.
B. The geographical areas described in this section include lands outside of the
corporate limits of the City in order to address future annexations. Any lands which may
hereafter be annexed into the City shall automatically be included within the applicable district at
the time of annexation.
SECTION 3. The geographical boundaries of District Nos. 1, 2, 3 and 4 as described in
Exhibits "A", `B", "C" and "D" hereto, respectively, are depicted on the Map of the Ocoee
Municipal Election Districts attached hereto as Exhibit "E" and by this reference made a part
hereof. Reference shall be made to the Map of the Ocoee Municipal Election Districts whenever
it becomes necessary to interpret this Ordinance or resolve any ambiguities regarding the
description of the single-member district boundaries established in Section 5-21 of Article II of
Chapter 5 of the City Code. The City Clerk is hereby designated as the person responsible for
making any such clarifications regarding district boundaries.
SECTION 4. The City Clerk is hereby directed to provide the Orange County Supervisor
of Elections a certified copy of this Ordinance within ten (10) days from the date of adoption.
SECTION 5. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Ordinance is for any reason held invalid or unconstitutional by any court of

competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION 6. Codification. It is the intention of the City Commission of the City that
the provisions of Section Two of this Ordinance shall become and be made a part of the Code of
Ordinances of the City; and that sections of this Ordinance may be renumbered or relettered and
the word "ordinance" may be changed to "chapter," "section," "article," or such other appropriate
word or phrase in order to accomplish such intentions; and regardless of whether such inclusion
in the code is accomplished, sections of this Ordinance may be renumbered or relettered and the
correction of typographical errors which do not affect the intent may be authorized by the City
Manager, without need of public hearing, by filing a corrected or recodified copy of same with
the City Clerk.
SECTION 7. Effective Date. This Ordinance shall become effective immediately upon
passage and adoption.
