Bluford Avenue •Ocoee,FL 34761 • (407)656-1518 • Fax(407)656-0218 Chief f,9oiiee • Cid., TO: Honorable Mayor and Board of City Commissioners FROM: Steve Goclon, Acting Chief of Police 4..1C DATE: June 12, 2002 SUBJECT: CRIME VIEW CRIME ANALYSIS PACKAGE SOFTWARE STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the purchase of Crime View Crime Analysis Package software in the amount of$25,995 with Grant Money from the Local Law Enforcement Block Grant received for fiscal year 01/02. DISCUSSION The Ocoee Police Department applied for and received from the Local Law Enforcement Block Grant funding in the amount of $38,661 which requires a 10% match from the city for a total amount of$42,960. The application program involved the purchase of a computer and associated software for the Crime Analysis position. The computer for this project was purchased earlier this year. Several individuals from our department,along with the assistance of Information Services,began looking at different software that would fit the application needs of our department as well as the required City network specifications that Information Services provided. After reviewing several different software packages in use around the central Florida area, it was determined that Crime Analysis software created by The Omega Group called Crime View would be best suited for the application needs of the police department for analyzing crime within the City of Ocoee. The police department is requesting that the Honorable Mayor and City Commissioners waive the bid process as required in the City of Ocoee's purchasing manual and allow the police department to purchase the Crime View Crime analysis Software from The Omega Group as a sole vendor of this software. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve this request to purchase the Crime View Crime Analysis Program software with the Local Law Enforcement Block Grant money and authorize the Mayor, City Attorney and City Clerk to execute any necessary service contract.
