Case No. — PB-02-001
ISSUE:
Should the Mayor and City Commissioners authorize a Public Use (City of Ocoee Fire Station)
on the property bounded by Orlando Avenue, Bluford Avenue, Columbus Street and the former
CSX railroad right-of-way.

The attached map shows the location of the propex:d site of -, Fire Si-aeon tc be
constructed by the City of Ocoee.
Notices of the intended use and a notification of this public hearing were mailed to all property
owners within 300 feet of the site and an advertisement appeared in the August 1, 2002 Orlando
Sentinel (see attached).
Upon discussion and deliberation, the Planning and Zoning Commission unanimously
recommended approval of the annexation.
DISCUSSION:
Article 5, Section 7.B. of the Ocoee Land Development Code provides that "After public notice
and hearing by the Planning and Zoning Commission, the City Commission may authorize the
location in any zoning district of any public buildings erected by, or any use of, municipal, county,
state or federal government"
The site in question is bounded on the north by Orlando Avenue, on the east by Bluford Avenue,
on the south by Columbus Street and on the west by the former CSX railroad right of way.
Bluford Avenue is a designated state highway, SR 439. The site is approximately eight blocks
south of the City Hall complex and six blocks south of McKey Street, the downtown district. The
Ocoee Elementary and Middle Schools are within two blocks north of the site. The City's
principal industrial areas lie south, southwest and west of the site. The City's principal
commercial district is south and southeast of the site.

The site sits at the intersection of Bluford Avenue and Orlando Avenue. Access from the site to
areas to be served is excellent. Major access streets include: Bluford Avenue to points north
and northwest; Orlando Avenue to points east; Bluford Avenue/Maine Street/SR 50 to points
southeast; and Bluford Avenue/Maguire Road/Story Road to points southwest.
The site is vacant. Zoning consists of PS (Professional Offices and Services) on approximately
the northeastern 'IA of the site and R-1-AA (Low Density Residential) on the remainder of the
site. Surrounding uses include: residential to the north and east; industrial to the south; and
industrial and residential to the west.
In summary, the site appears well located to provide service to residents and properties and the
use should be compatible with surrounding areas.
PLANNING AND ZONING COMMISSION RECOMMENDATION:
On August 13, 2002, the Planning and Zoning Commission held a public hearing to consider the
proposed public use. No one spoke in favor or opposition to the request. Fire Chief Strosnider
was asked if the current Fire Station by City Hall will be torn down when this new facility is built.
He responded that the current building will be abandoned but there is no decision yet as to
whether it will be torn down.
The Planning and Zoning Commission acted to recommend that the Mayor and City
Commissioners authorize the proposed use.
RECOMMENDATION:
Staff respectfully recommends that the Mayor and City Commissioners authorize the location of
this Public Use (Ocoee Fire Station), Case No. PB-02-001, on the site bounded by Orlando
Avenue, Bluford Avenue, Columbus Street and the former CSX railroad right-of-way.
