District 4 STAFF REPORT t The Honorable Mayor and City Commissioners 1 M: Johnny Farmer, Parks and Recreation Director I ATE: October 8, 2002 RE: Boxing Program Equipment ISSUE As discussed at the October 1, 2002 City Commission Meeting, Staff was directed to determine what the City had paid for the Boxing Program Equipment, and to get an appraisal of it's present value. BACKGROUND/DISCUSSION As directed by the City Commission, attached, please find a print out of equipment purchased by the City of Ocoee for the Boxing Program. As indicated on this list,these items include gloves, boxing ring, head gear, punching bags,jump ropes, speed bags, and others. The total amount expended on the Boxing Program for the equipment listed in the report is $17,212.20. This does not include any of the office equipment or other equipment associated with the operation of the program, such as a Television, Video Camera, etc. Staff contacted Play It Again Spoils to get an estimate on the present value of the all the equipment except for the boxing ring and was given an estimate retail value of$1978.00 . They indicated they would by the items from the City for $594.00. Staff contacted Everlast Sports MPG, Corp. and spoke to Mark Lieberman and informed him when the ring was bought and that it was in good condition, and he estimated that the value with two years of depreciation, the ring would be valued at $7000 00 RECOMMENDATION As requested by the City Commission, Staff has received estimates of the present value of the equipment for the Boxing Program, and would like to know what direction the City wants tot. .e in distributing this equipment to the group or individual who wants to continue the Boxing Program. Any sale of property the value of which is estimated to be $5000 00 or more shall be sold only to the highest responsible bidder, or by pubic auction, after publication of notice in the newspapers. Please note,that a private non-profit agency is defined as a non profit charitable organization, with no part of the net earnings of which works or may lawfully work to benefit of any private shareholder or individual, which has been to be tax exempt under the provisions of s.501 of the Internal Revenue Code of 1954, and which has as its. At the present time, the City has not received any paperwork from Mr. Cristelli indicating that the group wanting to continue the Boxing Program is a no profit charitable organization, as defined above. With the information, presented above, Staff is requesting direction from the City Commission on how to handle the Boxing Equipment. Any property may be surplused that is determined to be obsolete, uneconomical, inefficient, or serves no useful function. The governmental unit may offer surplus property to other governmental units in the county for sale or donation or may offer the property to private nonprofit agencies by sale or donation. If the surplus property is offered for sale and no acceptable bid is received within a reasonable time, the governmental unit shall offer the property to other governmental units or private nonprofit agencies. If the property has not been lawfully disposed of for value, it maybe disposed of for value to any person or may be disposed of without bids to the state, or to any governmental unit. If the property is without commercial value it may be donated, destroyed, or abandoned. Any sale of property the value of which is estimated to be $5000 or more shall be sold only to the highest responsible bidder, or by public auction, after publication of notice in the newspapers. Authority for disposal of the property shall be disclosed in the minutes of the governmental unit.
