HomeMy WebLinkAboutIII (D) Approval and Authorization for the Police Department to Charge a Fingerprinitng Fee for Non-Residents in the Amount of $5.00 and Place the Monies Collected for this Service in Account No. 001-521-00-5202 Agenda 12-17-2002 Item III D DATE: December 11, 2002 TO: The honorable Mayor and City Commissioners From: Steve(Thelon, Chief of Police Subject: Fingerprinting Fee for Non-Residents ISSUE: Should the Honorable Mayor and Board of City Commissioners authorize the Ocoee Police Department a fingerprinting fee for non-residents in the amount of $5.00 (five dollars). BACKGROUND: The Ocoee Police Department provides the service of fingerprinting to citizens of Ocoee at no cost on Fridays from 9:00 AM to 12:00 PM. The police department's clerical staff performs the fingerprinting. This service is used by people who require fingerprint checks for employment, immigration, concealed weapons permits, business licensing, adoption, etc. Nonresidents often call or come to the Ocoee Police Department wishing to he fingerprinted, because it is not convenient for them to travel to other jurisdictions' locations during the times they offer fingerprinting services nor do they wish to pay the fee charged by the other jurisdictions. Because the police department was at one time overwhelmed with these requests from nonresidents. it was decided that non-residents would no longer be fingerprinted, unless it was for employment within the city. The department does not want to turn away people needing police services, yet it should not have to shoulder the brunt of these services for the rest of the county free of charge. There is no local law enforcement agency, in or around Orange County, which provides the service of fingerprinting to non-residents free of charge (Appendix A). Most agencies charge their residents a fee and charge nonresidents a higher fee for the service of fingerprinting. These fees range from free to $7.50 for residents and $2.00 to $10.00 for non-residents. The Police Department does incur expenses offering this service. Besides the hourly wage of the records clerk, who has been trained to roll fingerprints, the Police Department must also have a special fingerprint stand, fingerprint ink pads, fingerprint card tabs and hand cleaning material. This equipment is also used to fingerprint the children of the community at volunteer events. STAFF RECOMMENDATION: It is respectfully recommended that the Honorable Mayor and Board of City Commissioners authorize the Police Department to charge non-residents a fee of $5.00 for the service of fingerprinting. This service will be offered on Fridays between the hours of 9:00 a.m. and 4:00 p.m. In addition, it is requested that the monies collected for this service be placed in the Police Department Operating Account#00 1-521-00-5202.
