Scott Vandergrift M,.-, Danny Howell, District 1 R Scott Anderson, District 2 City Manager 1/ Rusty Johnson, District 3 Jim Gleason Nancy J. Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Johnny Fanner, Parks and Recreation Director DATE: December 10, 2002 RE: Glad Tidings Assembly of God Property ISSUE As directed by the City Commission at its November 19,2002 City Commission Meeting, Staff has researched the Glad Tiding property to determine what type of Parks and Recreation facilities the site could be used for. Staff has reviewed the site survey and toured the church to determine what possible usages would benefit the City's Parks and Recreation Department BACKGROUND/DISCUSSION Parks and Recreation Staff has walked the property, and the open space area, if combined with the upper parking area at Sorenson Field, would provide two (2) multi-purpose practice fields, that could be used for baseball, soccer, and football practice. The church consisted of a large congregation area, which could be used for rentals, and there were four (4) smaller meeting rooms that could be used for a child care program. There was a small kitchen, and two(2) office areas that could be used by the Parks and Recreation Staff I believe the location of the property is very good, due to it being next to Sorenson Field and Vignetti Park. The open space area helps meet some of the needs the City has for practice facilities. The church could be utilized for rentals, such as birthday parties, wedding receptions, classes, ect., which is also in great demand by the public. 1 believe the property would be a valuable asset to the City's Parks and Recreation Department, if the property could be purchased for fair price. The Church, through Beaumont and Matthes, Inc., provided the City an appraisal on the property for a value of$432,250.00. If the City Commission were interested in purchasing the property, City Staff would need to obtain an appraisal and financing options from the Finance Department. RECOMMENDATION The City of Ocoee• 150 N Lakeshore Drive •Ocoee,Florida 34761 phone: (407)905-3100• fax: (407)656-8504•www.ci.acoee.fl.us Staff is seeking direction as to whether the City should get an appraisal for the property and begin negotiations with Glad Tidings to determine what type of price it would take to purchase the property.
