SUBJECT: Resolution to Delete and Add Job Descriptions
The position of Communications Manager was recently vacated. After review of the requirements
needed to supervise the Communications Center, the City Manager is requesting to restructure the
position as follows:
• Delete the position of Communications Manager currently assigned at grade 18
• Add the position of Chief Communications Supervisor at grade 13.
These changes will better meet the needs of the division by revising the duties and responsibilities
of the former position for improved efficiency and effectiveness and reduce overall salary and
benefit requirements for the department.
We have reviewed the restructuring of these positions and would recommend approval of the
attached Resolution.

RESOLUTION NO. 2002-27
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, RELATING TO
JOB DESCRIPTIONS AND TITLES; DELETING A JOB DESCRIPTION;
REVISING A CERTAIN EXISTING JOB DESCRIPTION AND TITLE;
PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee has previously approved
and adopted job descriptions and titles for employment positions in the City of Ocoee; and
WHEREAS, the City Commission desires to delete a job description and adopt an
additional job description and title.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA AS FOLLOWS:
SECTION ONE: The City Commission of the City of Ocoee, Florida has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of
Florida and Chapter 166, Florida Statutes.
SECTION TWO: Deletion of a Position. The City Commission hereby deletes
the position of Communications Manager currently assigned at grade 18.
SECTION THREE: Addition of a Position. The City Commission hereby adds a
job description and title as set forth in Exhibit "A" attached hereto and by this reference made
a part hereof.
SECTION FOUR: Conflicts. All Resolutions or parts thereof in conflict with this
Resolution are hereby repealed to the extent of any conflict.
SECTION FIVE: Severability. If any section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent

provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION SIX: Effective Date. This Resolution shall become effective
immediately upon passage and adoption.

EXHIBIT A
CHIEF COMMUNICATIONS SUPERVISOR
MAJOR FUNCTION
Performs responsible administrative and supervisory work involving emergency communications.
An employee assigned to this classification supervises the operations of the Police and Fire
Communications Center and is responsible for dispatching, teletype, and complaint desk
functions. Work is performed under the direction of the City Manager or their designated
representative and performance is reviewed through conferences, evaluation of reports submitted,
and quality of services provided by the Communications Center.
ILLUSTRATIVE DUTIES
Acts as the City's liaison with other governmental organizations as well as vendors for all
communication matters regarding police and fire dispatching. Recommends and implements
operating policies, procedures and training programs for the receipt and disposition of calls for a
variety of situations requiring Police and Fire assistance; monitors operations to ensure
compliance. Supervises, through subordinate supervisors, the receiving and dispatching of
requests for Police and Fire service and ensures staff is trained in proper telephone call
procedures, operation of computer-aided dispatch systems, teletype and related communications
equipment. Develops and administers annual operating budget for communications center;
monitors expenditures and authorizes the procurement of materials, supplies, and equipment.
Coordinates maintenance and/or repair of communications equipment (radio system, teletype,
tele-communications system, recorders, and related equipment). Serves as the Division's liaison
with law enforcement, fire protection and other emergency communication centers to plan and
coordinate joint services. Ensures communications center is properly staffed on a 24-hour basis.
Coordinates communications activities during major special events, riots, or national disasters.
Keeps Police Chief and Fire Chief and Department Director apprised of situations. Conducts
research for communication systems and participates in development of long range plans for
center. May serve as Communications Operator during staffing shortages. Compiles data and
prepares various reports reflecting section activities, and related matters. Administers
disciplinary actions and related personnel matters to ensure compliance with personnel policies
and procedures. Responsible for hiring, promoting, transferring, or terminating subordinate
personnel. Conducts performance evaluations, and recommends approval or disapproval of merit
increases.
Performs other assigned duties as required.

MINIMUM QUALIFICATIONS - Continued
Knowledge, Abilities, and Skills
Knowledge of complex communication and alarm systems. Knowledge of federal regulations
governing the operation of communication systems and the release of information. Thorough
knowledge of Police and Fire Department operations. Knowledge of effective supervisory
principles and practices. Ability to plan and supervise communications activities during major
events and/or disasters. Ability to communicate effectively, both verbally and in writing. Ability
to handle stressful citizen complaints. Ability to establish and maintain effective relationships
with employees, other City employees, other Department Directors and the General Public.
Ability to develop and control an operating budget. Ability to exercise good judgment in
emergency situations. Ability to operate computer and communications equipment such as multi-
line telephone, teletype, two-way radio, etc.
Minimum Training and Experience
Graduation from an accredited two year college or vocational school and five (5) years
experience in an emergency communications operation, and three (3) years experience in a
supervisory position of an emergency communications center or an equivalent combination or
training and experience.
Necessary Special Requirements
Possession of a valid FCIC certification. Possession of an acceptable Florida Driver's License.
