Strosnider, Fire Chief 1R05 Date: November 13, 2002 Re: Staff Report - Emergency Vehicle Replacement Background: The Ocoee Fire Department has been utilizing a 1994 Ford Crown Victoria, assigned to Fire Inspection. Recently, the vehicle has experienced re-occurring breakdowns and has been evaluated by the Florida Auto Auction. It has been determined that the motor is no longer functional and will need to be replaced. Replacement costs for the motor and other integral parts is estimated at $2,500.00. The book value of the vehicle is $2,000.00. Taking this into consideration, it has been determined to be more cost effective to replace the vehicle rather than make repairs. Discussion: The Fire Department recommends the replacement of the vehicle with a 2003 Jeep Grand Cherokee Laredo, mid size utility, 4 x 2 to serve the needs of the Inspection Bureau. A utility vehicle will be better utilized rather than a passenger type vehicle. On numerous occasions a vehicle capable of carrying large items is required. The State Contract base price of the vehicle is $18,994.00. The only options that will be recommended are; heavy duty towing package ($375.00), third key ($10.00) and headlight flasher ($98.00). The total price of the vehicle is $19,477.00. Currently, there is sufficient money in the Windermere Repair and Replacement account that will cover the lease costs for the remainder of this current budget year. After reviewing our options with the Finance Department, the lease costs for this vehicle can either he incorporated into next years capital vehicle budget, or continued to be paid for through the Repair and Replacement account. Recommendation: Fire Department staff recommends that the Inspectors vehicle be replaced with the following: 2003 Jeep Grand Cherokee Laredo, (Specification#08) Mid Size Utility, 4 x 2, with optional heavy-duty tow package, third key and headlight flasher. Cost of the vehicle on the Florida State contract will be: $19,477.00 Staff requests that the City Commission approve the emergency purchase and authorize Finance to secure financing at the best interest rate available and further authorize the Mayor, City Clerk, and staff to execute all documents necessary to consummate the transaction, contemplated by the lease purchase agreement. The successful bidder shall be responsible for delivering vehicles that are properly serviced, clean and in first class operating condition. Pre-delivery service, at a minimum, shall include the following: a. Complete lubrication. h. Check all fluid levels to assure proper fill. c. Adjustment of engine to proper operating condition. d. Inflate tires to proper pressure. e. Check to assure proper operation of all accessories, gauges, lights, and mechanical features. f. Focusing of headlights. g.
