Parker District 4 STAFF REPORT TO: THE HONORABLE MAYOR AND BOARD OF IT MMISSIONERS FROM: JIM WASHINGTON, BUILDING OFFICIAL DATE: NOVEMBER 13,2002 SUBJECT: TEMPORARY USE OF A CITY OWNED BUILDING 20 EAST MCKEY STREET, PARCEL # 17-22-28-5504-04-090 ISSUE Should the Honorable Mayor and Board of City Commissioners approve the temporary use of a city owned building as a "temporary" meeting facility for the Ocoee American Legion Post? BACKGROUND/DISCUSSION At the request of Mr. Jim Gleason, the property at 20 East McKey Street was inspected by Mr. Denver Music of Public Works, Mr. Eddie I lendrix of the Building Division and this writer. The structure is sound; however, the carport had been improperly enclosed; there are several openings in the walls and windows where AC units had been; there appear to minor moisture damage at the rear corner of the roof and soffit; and, there is some exposed wiring that should be removed or covered. Although the restroom is acceptable for a residence, it is not handicap accessible. Much of the aforementioned could be handled by Public Works and an electrical contractor. I estimate the cost to be under $2,000.00 (not including city labor). This amount does not include replacing the AC (window) units or the heating furnace which is not currently present in the structure. There is paved parking for one vehicle on the property. The Zoning is Professional Services. The property is bordered on three sides by residents. If this was requested for privately owned property, the building would have to be brought into Codc and Life Safety compliance and the site would have to be brought into reasonable compliance with the Land Development Code for parking, landscaping, lighting, etc. STAFF RECOMMENDATION In order for this building to be used as a "temporary" meeting facility for the Ocoee American Legion Post and issues of required site compliance waived, the approval of the Honorable Mayor and Board of City Commissioners is required.
