SUBJECT: Reclaimed Water Main Extension to Orchard Park Subdivision
The Orchard Park Subdivision is a 141 lot single-family subdivision located on the southeast
corner of the intersection of Clarke Road and Clarcona-Ocoee Road. It is within the City of
Ocoee's city limits and the Orange County utility service boundary. Many residents contact us
on a regular basis regarding irrigation service to this subdivision. This is mainly because Orange
County has stopped issuing irrigation meters until the City decides on one of the following two
options.
The plan was originally to construct a temporary jumper from the Orange County potable water
lines to the City of Ocoee's dry-line reclaimed water system. The estimated cost to install the
jumper,which includes the taps and a reduced pressure zone backilow preventer(required by
DEP), is approximately S10,000.00.
Staff then looked at a better alternative, which is connecting them directly to the City's reclaimed
water main, located on the west side of Clarke Road. City staff would purchase and install the
materials to make the connection and contract out the directional drill under Clarke Road. The
estimated cost is as follows:

Total cost $10,000
By using City labor, the estimated cost savings is S20,000 (S3.00/If vs. 520.00/l1). The
Engineering Department is proposing to pay for this project with the 1997 Utility Bond Issue.

The estimated flow from the subdivision is 120,000 gpd. Rather than using the potable water
supplied by Orange County, staff is proposing to extend our reclaimed line to service this
subdivision for a number of reasons: 1) cost is approximately the same; 2) conservation of water
resources; and, most importantly, 3) the additional flow to the reclaimed water system will help
the City re-gain a portion of the Wastewater Treatment Plant flow capacity, which was reduced
by DEP at the time of the permit renewal.
This project will be completed in 2-3 weeks, depending on the scheduling of the directional drill.
I recommend that the City Commission authorize the use of S10,000 from of the 1997 Utility
Bond Issue to fund this project, approve the proposed connection of Orchard Park to the City's
reclaimed water system and authorize the Engineering and Utilities Departments to proceed.
