STAFF REPORT The Honorable Mayor and City Commissioners (1:1OM: Johnny Farmer, Recreation Director • • TE: September 23, 2002 RE: Operating Hours for City Parks ISSUE Operating Hours for City Parks. BACKGROUND/DISCUSSION Recreation Staff is receiving complaints from citizens that individuals are gathering at parks after dark, and conducting themselves in very inappropriate activities. The posting of park hours will allow for the Police Department to properly enforce the park hours and if necessary to ticket individuals for trespassing. According to City Ordinance Chapter 124 Parks &Recreation Areas, Section 124-2 hours— Recreational property shall be open to the public during such times as may time-to-time be established by the City Commission. Each Recreational Property shall be posted with a sign setting forth the times during which the recreational property is open to the public. Staff contacted several municipalities in the surrounding area, such as: City of Orlando, Orange County, City of Winter Park, City of Longwood, City of Altamonte Springs; they indicated that their non-athletic facilities opened and closed dawn to dusk. As requested by the City Commission at it's September 17, 2002, Staff has met and and recommends the following changes to City Ordinance Chapter 124 Parks and Recreation Ares, Section 124-2 Hours. RECOMMENDATION Staff recommends that all Recreational Property(non-athletic) have signs installed indicating that the facilities open at 7:00 a.m. and close at 9:00 p.m. (this would only effect non-athletic field which does not have scheduled activities).
