Final Subdivision Plan, Phase 2
Project No. LS-2001-08
ISSUE:
Should the Mayor and City Commissioners approve the Final Subdivision Plan for Phase 2 of
the Forestbrooke Subdivision (total area of about 39 acres).
BACKGROUND:
The Preliminary Subdivision Plan for all of the Forestbrooke Subdivision was approved in
October of last year. The Final Subdivision Plan (FSP) for Phase 1, with 126 lots, was approved
in December of last year. Phase 2 of Forestbrooke will have 74 single family residential lots in a
private gated community. The remainder of the subdivision will be built in a third phase. The
property is located east of Ocoee Apopka Road (CR 437) and south of the McCormick Road.
Most of the subject property is currently covered with trees. There are also significant wetlands
on a portion of the property(Tract'F') which will be preserved.
DISCUSSION:
Phase 2 of the Forestbrooke subdivision includes a mixture of lot sizes consistent with the
property's R-1-A zoning. Almost all of the lots will be 75' wide with a minimum size of 9,000
square feet. A few lots will be 85' wide with a minimum size of 10,200 square feet. There is a
road connection to Phase 1 and a new entrance on McCormick Road. There will be a small
neighborhood park, a larger tract with a community building and pool serving all phases of
Forestbrooke, as well as a large open recreation area located within one of the dry retention
ponds. As with other subdivisions, there will be a 6-foot brick wall with appropriate landscaping
along McCormick Road behind the lots adjacent to the road. However, there will be a 6-foot
decorative metal fence with brick columns and appropriate landscaping adjacent to the retention
ponds on the south side of McCormick Road. A waiver was granted with the approval of Phase
1 to allow this kind of decorative metal fence, rather than a solid brick wall, along both sides of
Ocoee Apopka Road adjacent to the retention ponds.

The Final Subdivision Plan for Phase 2 of the ForestBrooke subdivision was reviewed by the
Development Review Committee (DRC) on September 10, 2002. There were a few outstanding
issues with the most significant being the size of the required meeting room. Condition of
Approval # 44 states that the Developer will construct a community meeting room in compliance
with Code requirements. The Code requires at least 1,000 square feet of meeting room space
for a subdivision of this.size. The community building as originally contemplated did not include
a meeting room space that large. The Staff pointed out that there may be some flexibility in how
the meeting space is configured, but ultimately .the meeting room space provided must be
acceptable to the City Commission.
After discussion of the few outstanding issues, the Committee voted unanimously to recommend
approval of the Final Subdivision Plan for Phase 2, subject to providing a meeting room space
acceptable to the City Commission and making certain revisions to the plans (as described in a
memo from the Planning Department), to be made prior to the P & Z meeting. Those changes
have now been incorporated into the attached plans, date stamped September 16, 2002.
Even though the changes requested by the DRC have been made, there is one detail that
should be clarified on the plans. There is a Double Swing Metal Gate Detail drawing on Sheet
3A of the Lift Station Plans. It is recommended that brick columns be provided on both sides of
the gate to match the rest of the columns used in the fence, rather than the metal gate posts as
currently shown in that detail drawing.
PLANNING & ZONING COMMISSION RECOMMENDATION:
On September 25, 2002, the Planning and Zoning Commission considered the Final Subdivision
Plan for Phase 2 of the Forestbrooke Subdivision. The applicant and his Engineers were
present to clarify some issues and answer questions. There were questions about lot clearing,
the meeting room space in the clubhouse building and the Staff recommendation regarding the
lift station gate. When the discussion was finished, the Planning and Zoning Commission voted
unanimously to recommend approval of the Final Subdivision Plan in accordance with the Staff
recommendation.
STAFF RECOMMENDATION:
Based on the recommendation of the Development Review Committee and the Planning and
Zoning Commission, Staff respectfully recommends that the Mayor and City Commission
approve the Final Subdivision Plan for Phase 2 of the ForestBrooke subdivision, as date
stamped received by the City on September 16, 2002, subject to providing a meeting room
space acceptable to the City Commission and providing brick columns on both sides of the lift
station gate rather than metal gate posts as currently shown in the plans.
