MEMORANDUM

Re: Fire Department Re-Organization
Upon direction from the City Manager, the Fire Department was tasked to find
alternatives to fill the shift management position of Battalion Chief with in-
house resources until permanent positions can be funded.
An analysis of the department structure, apparatus placement,job
responsibilities and skill mix determined that a re-organization was necessary.
The following is a synopsis of the changes that were based on operational
needs, and the ability to provide the best fire protection for the community.
Personnel:
The three (3) senior Lieutenants on the department were selected to act in the
capacity of Shift Coordinator. In order to maintain the proper chain of
command and allow them the authority to carry out their supervisory
responsibilities with the other shift Lieutenants, a Standard Operating
Procedure will delineate their responsibilities and job functions. No salary
adjustments will be required at this time, but should be considered in the
future if the positions become permanent.
The three Shift Coordinators will be re-located to Fire Station One to centralize
operational control. They will be responsible for the day-to-day operations of
the department including; staffing, training, vacation scheduling, overtime,
incident command, and routine housekeeping supervision.
Other changes include the relocation of personnel shift-to-shift and station-to-
station. The purpose of these changes was to assure the proper skill mix of
personnel across the three shifts. An equal number of qualified personnel will
exist on each shift for the purpose of riding-up to the next level of responsibility
to back-fill vacancies in the Lieutenant and Engineer ranks.
Apparatus:
After evaluating the current placement of apparatus at the three stations, their
intended use, and the wear and tear experienced, the following re-distribution
of apparatus was necessary.
Station One Ladder Truck
Rescue Truck
Heavy Rescue Squad
Woods Truck
Rescue Boat
Station Three Engine
Tanker
Reserve Rescue Truck
Station Four Engine
Reserve Engine
Disaster Trailer
The normal stalling at each station will be:
Station One 6
Station Three 4
Station Four 4
Allowable vacancies will still remain at 3 per shift (one per station)
Job Responsibilities:
All Lieutenants are currently assigned tasks within the scope of their
responsibilities, such as uniform issue, bunker gear, vehicle maintenance, etc.
These tasks have been re-evaluated and consolidated under the three Shift
Coordinators. This will provide better inventory control and cost containment.
Summary:
The re-organization of the Fire Department will provide closer coordination of
routine and emergency activities, resulting in increased productivity and
efficiency. The re-organization is viewed as a positive step in the growth of the
department.
