Issue:
Should the Honorable Mayor and Board of City Commissioners authorize the Ocoee Police Department to change
the direction of the CrimeView 2.1 GIS software installation and move to the newer version (CrimeView 2002)
now?
Background:
Crime View 2.1 software purchase was approved in the 2001/2002 budget through the LLEBG and a contract for
this software was approved by the Commission in July, 2002. The software has since been upgraded to be more
compatible with the GIS software that the City is moving towards using. Although this software upgrade would
cost only an additional $800 with a$300 per year maintenance fee, it requires a change to the contract originally
approved by the Commission.
Reasons Ocoee GIS supported CrimeView 2.1 proposal:
• CrimeView 2.1 is based on ESRI's AreV iew GIS software, and ESRI has recently completely redesigned this
software. The entire industry is still slowly transitioning to the new software,and so is Ocoee GIS.
• At the time of the proposal, Ocoee GIS could not provide any technical support for the new software.
Reasons we might want to reconsider decision and move to the new Software_
• The City's transition to the new software is further along and the Crime View 2002 software would be more
compatible with it.
• In working with other issues, Ocoee GIS has learned new information about cost differences of various
options.
Option 1:
• Status quo-keep installing CrimeView 2.1 and move to CrimeView 2002 in the future.
• Also, Ocoee GIS would no( recommend purchasing separate ESRI software maintenance with this option.
Advantage: Ocoee GIS would be able to provide more technical software, since they know the software well.
Disadvantage: The Police Crime Analyst would have to re-learn the new software when we eventually move to it.

Optipn_2:
• Stop CrimeView 2.1 project and move to CrimeView 2002 now.
• This would be relatively easy to do because of the early stage of implementation of the software.
• Would require a new contract with the software vendor.
• Ocoee GIS would recommend purchasing separate ESRI software maintenance with this option.
Advantage: The Police Crime Analyst would not have to relearn new software packages.
Disadvantage: Since Ocoee GIS is not as familiar with the new ArcView software, the amount of technical
support they could provide would he less.
Costs for Option 2:

Recommendation: It is respectfully recommended that the Honorable Mayor and Board of City
Commissioners approve Option #2. The upgrade cost of $800 and this year's annual AreView
maintenance cost of$300 can come from the police department's current budget.

Dear Mr. O'Halloran:
Attached is a new proposal outlining the software and services provided for in a
CrimeView$'2002 application. Per your request, The Omega Group and The City of
Ocoee agree to accept this proposal, dated January 17, 2003, as a full and complete
replacement of the previously agreed upon proposal, dated March 22, 2002, for a fee of
$800.00.
