Subject: Report on Grants Applied for and Received
The following table is intended to provide an overview on grants activity back to the year 2000. The
table lists all the grants pursued during this time period, a brief description of the grant, the money
requested, matching funds pledged, and whether or not the grant was awarded.
All departments are encouraged to pursue grants to both augment their budgets and to allow for
projects, programs, and services that may not be possible without outside financial assistance.
Grants are first researched to determine potential impacts (staffing, monetary, etc.). As a staff person
with grant experience, I am available to write grants, assist with writing and researching, or review the
grant once it is written. The applicable department generally administers the grant once the money is
awarded.
For example, with the FRDAP grant for the development of Freedom Park, both the Recreation
Department and Community Relations collected all the necessary information to apply. Community
Relations was responsible for writing the actual grant and then the Recreation Department is
administering the grant by monitoring the construction project and filing the appropriate paperwork
with the agency that awarded the funds. This cooperative process seems to bring the best success,
although departments do have the ability to write their own grants if they choose.

To summarize the information in the table, the City has been awarded $1,381,825 in grant funds
since the year 2000. We have pledged a total of$1,945,764 in matching funds for those successful
grants. Although we try to budget these matching funds, from time to time grant opportunities are
brought to our attention that we were unaware of at budget time. There are also times when
matching percentages will change at the last minute because the state wants to spread the money
further or we learn a program has become more competitive and we will have a better chance if we
increase our match. In other words, it is impossible to budget the City's portion of grants in all
instances.
Another notable point is that 58 percent of the total dollars (cash match) for these successful grant
projects comes from the City of Ocoee. So although the City gained close to $1.4 million dollars in
grant funds since the year 2000, it is not "free" money. In addition to the more than $1.9 million the
City put up in cash to match those grant dollars, there is also a tremendous amount of staff time
devoted to not only applying for the grants, but in carrying out all the projects. We have to be careful
not to take on more than we can successfully manage with the staff we have.
