ISSUE:
Should the Mayor and City Commissioners approve a proposed amendment to the Preliminary
and Final Subdivision Plan for Phase 2 of the Windsor Landing subdivision?
BACKGROUND:
The Windsor Landing subdivision is located at the south end of the City, east of Maguire Road
and north of Parkridge Gotha Road. The new Thornebrooke Elementary School and Freedom
Park are located east of Phase 1 and north of Phase 2. Phase 1 of Windsor Landing has been
completed while construction on Phase 2 is just beginning. As currently designed, there is no
access through the Windsor Landing subdivision from Parkridge Gotha Road to Thornebrooke
Elementary School.
DISCUSSION:
The proposed amendment to the Preliminary and Final Subdivision Plans is the result of
discussions with Orange County School Board in an attempt to provide better pedestrian access
to the new Thornebrooke Elementary School. Through these discussions, the Windsor Landing
Developer has agreed to provide a 10' wide pedestrian access tract (Tract P) along the eastern
boundary of Phase 2, which will allow pedestrians from Parkridge Gotha Road to walk northward
to the new school just north of Windsor Landing.
The main change to the subdivision plan is the addition of a new tract (Tract P) along the
eastern boundary of Phase 2. However, in order to add that 10' wide tract, the size of several
lots in Phase 2 also had to be changed and the location of a road shifted slightly. The
dimensions of the lots directly adjacent to Tract P have been changed, as well as the
dimensions of Lots 102, 103, 134 and 135 (all corner lots). These four lots were originally 85'
wide, but they are now 82.5 feet wide. Since the minimum lot width for corner lots is 85 feet in
areas with R-1-AA zoning, these four lots now do not meet minimum lot size requirements.

Due to the addition of Tract P and the resulting changes to the size of Lots 102, 103, 134 and
135, two waivers are now being requested. A waiver is required from the minimum lot width to
allow these lots to be 82.5 feet wide rather than 85 feet wide. Also due to the reduced lot size, a
waiver is required from the street side yard setback on corner lots to allow these lots to have a
15' setback rather than the normal 25' setback. Both of these waiver requests are supported by
Staff.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
The proposed amendment to the Preliminary and Final Subdivision Plans for Windsor Landing
was reviewed by the Development Review Committee (DRC) on February 6, 2003. The
proposed changes were presented and a few questions were answered. When the discussion
was concluded, the Committee voted unanimously to recommend approval of the proposed
amendment, including the two proposed waivers.
STAFF RECOMMENDATION:
Based on the recommendation of the DRC, Staff respectfully recommends that the Mayor and
City Commission approve the proposed amendment to the Preliminary and Final Subdivision
Plan for Phase 2 of the Windsor Landing subdivision, including the two proposed waivers, as
date stamped received by the City on February 7, 2003.

WATER NOTES
1. All newly installed water distribution system pressure
pipes and appurtenances shall be pressure tested
and leakage tested in accordance with the provisions
of AWWA C600 or M23 as applicable.
2. Disinfection of the water distribution system shall be
performed in accordance with AWWA C651 - disinfecting
water mains.
3. All PVC pipe shall be AWWA C900/DR 18, have a pressure
rating of 150 psi, and shall bear the NSF logo, For Potable
Water Use.
4. A minimum Horizontal Separation of 10 Feet and a Minimum
Vertical Separation of 18 Inches Shall be Maintained Between
Water Mains, Reuse Water Mains, Sanitary Lines & Storm Lines.
If This Separation Cannot be Maintained The Lines Shall be
Encased in 6" Thick Concrete or Shall be Ductile Iron Pipe For
10 Feet on Each Side of The Point of Conflict.
