Subject: RFQ#1702 Construction Manager At Risk for Bluford Avenue Phase II, Sub-phase B,
with Oelrich Construction Funding Allocation. Commissioners Wilsen, District 2 and Firstner,
District 3.
Background Summary:
The Commission awarded the Construction Manager At Risk (CMR) contract for the Bluford Avenue
Phase II project from Delaware St. to Silver Star Rd. at the April 4, 2017 meeting to Oelrich
Construction, Inc., (OCI), then the Pre-construction and Design Services phase at the May 2, 2017
meeting, followed by the Guaranteed Maximum Price (GMP) for Sub-phase A and B on June 6, 2017
and September 19, 2017 respectively. The Utilities Department portion of the project has been
previously closed out with a deductive change order for a reduced scope of work. The Public Works
portion of the project requires allocated funding be assigned to the project in order to close out the
Stormwater and Streetscape portions of the completed project. Public Works is requesting funding for
the remaining two pay applications and final change order in the amount of $75,275.55 for Stormwater
and $116,751.96 for Streetscape. Public Works recommends approval of the allocation as the funding
is available in the respective capital expense account lines.
Issue:
Request City Commission assign allocated funding in order to close out the Stormwater and
Streetscape portions of the completed Bluford Avenue Phase II, Sub-phase B, Construction Manager At
Risk project with Oelrich Construction, Inc.
Recommendations:
Recommend approval to allocate funding be assigned to close out the Stormwater and Streetscape
portions of the completed Bluford Avenue Phase II, Sub-phase B, Construction Manager At Risk project,
RFQ #1702, with Oelrich Construction, Inc., of Jonesville, Florida, in the amount of $75,275.55 for
Stormwater and $116,751.96 for Streetscape for the remaining two pay applications and final change
order as the funding is available in the respective capital expense account lines 103-538-20-6302 and
316-541-10-6302, and authorizing the Mayor, City Clerk and Staff to execute the required contract
documents and for the City Manager and Staff to approve additional work up to the limit of his
purchasing authority and up to the allowable budget for unforeseen conditions.

Financial Impact:
The requested allocation to close out the Stormwater and Streetscape Sub-phase B work is
adequately funded in the Stormwater Division's Capital Outlay budget along with the Streetscape as
bonded in the general fund.
