RE: Glad Tidings Property located at 1701 Adair Street
BACKGROUND
The city was approached by Gary Howell, Pastor for Glad Tidings Church, located at 1701 Adair
Street, Ocoee concerning whether the City of Ocoee had any interest in the purchase of their
property. Glad Tidings has purchased other property located in the City of Ocoee for future
expansion and will be selling their current location and wanted to give the city the first
opportunity as the church and its land are adjacent to Sorenson Field The church elders thought
this could provide the city with additional land for recreation in addition to converting the church
into an additional community center The church presented the city with an appraisal indicating
the property was valued at $432,000. The commission directed staff to evaluate the benefit of
the property and building to the city's recreation department. Director Johnny Farmer reported
both the land and building could benefit the city's recreation program and since the land and
buildings were already located next to Sorenson Field there would be minimal impact to area
residents. The commission directed staff to obtain an appraisal of the property and report back to
the commission.
DISCUSSION
Mary Doty, attorney with of Foley and Lardner has presented staff with an appraisal valuing the
property at $425,000 vs. the church's appraisal of$432,000. If the property were to be placed on
the market with a real estate professional could cost approximately 10% or $43,000 to the seller.
Options:
I. The Commission can offer to purchase the property for$432,000.
2. The Commission can offer to purchase the property for $425,000.
3. The Commission can offer to purchase the property for $359,000.
4. Not Purchase the property.

POLICY PROPOSAL
Staff recommends the city commission authorize the purchase of the Glad Tidings property and
provide direction as to which of the above options staff is to pursue. Funding: Staff has been
adding to our capital reserve fund over the last few years in preparation of the expected repairs
and maintenance of Clarke Road. The CIP Reserve Fund balance is approximately $1 million
with the repair and resurfacing estimated for Clarke road to be $1.2 to $1.5 million. The
commission can borrow from this fund with the understanding staff will work to rebuild the fund
over the next two budget years.
