Wheeler, P.E. Director of Public Works SUBJECT: Freedom Park Project Change Order No. 1 with Pooley Enterprises, Inc. Attached for your review is Change Order Request No. I on the Freedom Park Project with Pooley Enterprises, Inc. This change order request was initiated by City Staff in the Public Works Department to allow for the usage of the reuse pipelines in the Windsor Landings subdivision so that water can be provided to the reuse meter connections as designed and constructed as part of the subdivisions infrastructure. The project consists of the construction of the City park in the south end of Ocoee. The pat-k will include a soccer field, ball field, restroom facilities, parking lot/roller hockey court, and other amenities. The Public Works Utilities Department is using the fire line as a connection from the Orange County Utilities system to the Ocoee reuse system. Ocoee does not have reuse water for this area at this time. The work consists of replacing the designed backflow prevention device on the lire line with a FDEP upgraded device. In addition, the contractor will install a tee and gate valves at the approximate location of the reuse blow off on Braclock Drive. This will allow the city to make the connection between the two pipelines and begin providing irrigation service to the residents of Windsor Landings subdivision through the reuse system. At such time as the City installs a pipeline along Maguire road from Moore Road south to the Windsor Landings subdivision, the City will be able to actually provide reuse water to this area. The cost of the work is $2,505.85 and will be paid for by the Public Works Department from the Water Operating Account. The upgrade of the backflow prevention device costs more than $1,500, therefore it requires a separate action item as a capital purchase. The attachment is a copy of Change Order No. I which will amend the contract with Pooley Enterprises, Inc. The original construction contract cost was $645,239.32. This change order increased the contract amount by $2,505.85, to a contract amount of$647,745.17. I recommend that the City Commission approve Change Order No. 1 with Pooley Enterprises, Inc. by increasing the contract amount by $2,505.85, with no extension in contract time, and authorize the Mayor and City Clerk to execute Change Order No. 1. I request that the City Commission authorize the transfer of $1,776.75 from the Public Works Water Operating Account to Public Works Capital Improvements to pay for the upgrade of the hackflow prevention device to an RPZ type device. JUSTIFICATION Item A: These items are needed to allow for the connection of Orange County's potable water main to Ocoee's reuse main to provide water for irrigation to the homes in the Windsor Iandings subdivision_ Ocoee does not have reuse water service in the area at this time and with the development already"plumbed" for reuse service,Orange County and Ocoee believe this is the hest plan to allow for the residences to irrigate their yards at this time. APPROVAL AND CHANGE AUTHORIZATION This proposed change to the Contract is to be approved by the Ocoee City Commission. Acknowledgements: The aforementioned change, and work affected thereby,is subject to all provisions of the original contract not specifically changed by this Change Order;and, It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original contract other than matters expressly provided herein. CONTRACTOR acknowledges, by its execution and acceptance of this Change Older,that the adjustments in Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs and modifications of performance time incurred by the CONTRACTOR as a result of this Change Order.
