Parker, District 4 l STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Johnny Fanner, Parks and Recreation Director DATE: March 11, 2003 RE: Parks and Recreation Bond Issue Survey ISSUE Parks and Recreation Bond Issue Survey BACKGROUND/DISCUSSION As requested by the City Commission at the joint meeting between the City Commission and the Parks and Recreation Advisory Board on December 16,2002, please find attached, a draft of the Parks and Recreation Bond Issue Survey, that will be distributed to the citizens of Ocoee to help determine if they wish to vote to increase their property taxes to pay for new recreational facilities and to make needed improvements to existing facilities. Parks and Recreation Staff created a draft survey, which was reviewed by the Parks and Recreation Advisor Board at it's January 27, 2003 and February 17, 2003 meetings, and comments were given to Staff to make amendments to the draft, which Staff has accomplished. Staff would like to recommend that Question #7 to read as follows: Would you support a GOB (General Obligation Bond) referendum that would create a"Special Assessment Tax" to pay for the Parks and Recreation needs? Yes or No The Parks and Recreation Advisory Board at it's February 17, 2003 voted for Staff to present the Parks and Recreation Bond Issue Survey to the City Commission, with the recommendation, that this survey be distributed to the citizens of Ocoee to help determine if they wish to vote to increase taxes for new recreational facilities and needed renovations to existing facilities. The Parks and Recreation Bond Issue Survey would be sent out with the utility bills, along with it being available on the City's Web Site, and in the West Orange Time.
