The late fee was increased from $5.00 to $25.00 and first impacted the customers' accounts in October 2002. The number of accounts assessed late fees for the period October 2002 through February 2003 decreased by 48% (from 1152 to 601). This represents a decrease of customers billed that were charged late fees from 12% to 6%. The number of accounts cut off for non-payment/insufficient payment decreased from 84 to 73 during this same time period. This represents a 1390 decrease. Staff compared fifteen utilities in the four county area. The customer base (# of customers) ranged from 4,100 to over 120,000. The results of those surveyed are summarized below and detailed on the attached pages. Late Fee: I. Cut Off: 1 At least 60% of the population cuts off service for non-payment within the first month. At least 34% of the population cuts off service for non-payment after two months. (Ocoee included) Action Requested Staff recommends the Commission select a date for a workshop to discuss the information regarding the late fee and turn off practices.
