Franklin Street Ocoee, Fl. 34761 Dear Ms. MacDonald, I received your letter dated February 11, 2003 requesting placement on a future City of Ocoee Commission Agenda to request a 2003 funding request of$5,000 in addition to requesting the city commission consider annual funding for the West Orange Life Center. We had set February 4, 2003 for your presentation to the city commission. Per our phone conversation of January 24, 2003, I recommended delaying the presentation to the commission until after the city elections scheduled for March 11, 2003, as one of your employees was a candidate for the city commission. I will be more than happy to place you on the March 18, 2003 agenda under presentations. The city budget currently does not have $5,000 allocated for the Christian Service Center. The city commission must approve any allocation of funds that were not budgeted, as this would have to come from commission contingency. The city commission would also need to direct staff as part of the 2003-2004-budget preparation to include a specific dollar amount in the city budget for the Christian Service Center. You may want to advise the commission of the amount being requested on an annual basis to assist the commission and staff in the budgeting process. We have to be very conservative with our revenue projects as the State of Florida is facing a $4 billion deficit in addition to an estimated $307 billion Federal deficit. We face added cost in both equipment and manpower in regards to Homeland Security with no Federal or State funding at this time. Please confirm if March 18, 2003 7:15 PM is acceptable and I will place this on the city agenda. You may recall we are interested in securing annual funding in the form of a budget line item from the City of Ocoee in support of our local needy. Requesting funding is never an easy task, and with competition like the YMCA, Boys and Girls Club, Shepard's Hope, and Health Central Hospital, we know we have to be diligent, agg essive and accountable. We are looking forward to the opportunity to address the Commission and would appreciate your contacting us with a date. Our agency has provided the local residents of Ocoee with support for over 20 years and we need your help. The statistical information, which we gave you last month, indicates we have sustained a 29% increase in the number of meals served over the last five years. We see this growth only increasing in the future as our West Orange community explodes, thus we are asking the City of Ocoee to help offset our ever-increasing expenses. 56%of our clients who attend Daily Bread on a regular basis come from Ocoee. 46% of the children we serve in our KidsFOCUS Program are from Ocoee and there are similar statistics for our Family and Emergency Service Program, a program that offers financial assistance for rent and utilities to eligible families and individuals. At this time we are requesting a donation to help us offset part of the increase in expenses until such time as the potential for annual line item budgeting is addressed. Attached is a budget breakdown for our overall agency (attachment 1) and West Orange Programs Supplementary Information (attachment 2), as requested. It is our hope that the City of Ocoee would grant us $5000.00 for the calendar year 2003. While we are aware of the MVP Awards application and the Community Merit Awards Programs,we found that it was difficult to try and fit our servings into a project format, however we are looking into this approach for future funding, where appropriate. The support we receive from your city will help us to meet the ever-increasing needs of our local residents. We hope you find our request reasonable and with merit. This support came to us in various forms, from a canned food drive to Holiday Food Baskets for at risk families. Together, with the support of all local communities, we can assist our West Orange neighbors by meeting their most basic of needs. These needs often require Daily Bread (a noon time meal served five days per week and we have developed a plan for adding a sixth day), financial assistance, counseling, case management, extended daycare for working parents, tutoring for elementary students, Thrift Shop resources, pantry items, clothes and referrals to other supporting agencies. This is our mission and our commitment to our community. With your help we will continue to face the every increasing local demand by providing our West Orange community with the best support available. It is our hope that this support and collaboration between city and agency will continue to develop and grow throughout this year as well.
