Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Brian Ross, Information Systems Director DATE: March 20, 2003 RE: Waiving City's Formal Bid Process for Networking Equipment at OPD ISSUE Should the Mayor and Commission waive the City's formal bid process and purchase Cisco local area network(LAN) equipment from State Contract 250-000-03-1? BACKGROUND/DISCUSSION Information Systems has standardized on Cisco network equipment. Standardization is desired because it has and will continue to reduce maintenance demands by having one solution fit all product classes and guarantee interoperability between the components. Standardization also reduces training needs of staff because we can concentrate on supporting a specific set of equipment. State contract 250-000-03-1 contains a capped price for Cisco networking equipment. Because pricing is not fixed,quotes were obtained from various resellers of Cisco network equipment listed on this contract to find the one with the lowest price. Quotes were received from Coleman Technologies ($19384.10), Sprint($23,749.61), Central Data ($20.040), Cisco Systems ($20,491.712), and Veytec ($21,035.10), Traditionally, Sprint has been used for the purchase and maintenance of the City's data networks. I lowcver, with expertise of Cisco LAN equipment now existing within Information Systems, it is possible for staff to support this equipment with a standard manufacturer's maintenance plan as opposed to the value-added maintenance currently contracted and quoted herein by Sprint. Sprint also charges for drop shipping the equipment and will not offer maintenance plan if they do not install the equipment. All the other vendors' quotes include the same products and services. RECOMMENDATION It is staffs recommendation that the Mayor and City Commission waive the City's formal hid process and authorize staff to piggyback off the State of Florida Contract 250-000-03-1 for the purchase of Cisco networking equipment and its associated maintenance.
