STAFF REPORT DATE: April 8, 2003 TO: The Honorable Mayor and City Commissioners FROM: Russ Wagner, AICP, Community Development Director SUBJECT: Funding for Temporary Positions in the Building Division ISSUE: Should the Mayor and City Commissioners authorize the expenditure of Contingency Funds to pay for temporary positions in the Building Division? BACKGROUND: The positions of Building Official and Chief Plans Examiner are vacant due to recent resignations in the Building Division. Additionally permanent funding for an additional Plans Examiner / Building Inspector position was going to be requested to make up for a short-fall in available personnel which has led to back-ups in plan reviews and inspections. This request is on hold pending the permanent replacement of the two other positions. DISCUSSIONS: In order to operate the Building Division, the City must have a person licensed as a Building Codes Administrator. Until we are able to permanently fill this position, the City will need to hire a Building Official through a temporary employment agency. The cost to the City is $77.71/hr, and we expect that it will take up to three months ($40,000 +/-) to recruit and place someone in this position. The permanent position is already being advertised. The Chief Plans Examiner position is already being manned by a temporary employee at a cost of $50.61 / hr. The permanent position was advertised a few weeks ago, and we expect to begin interviewing candidates over the next week or two. Accordingly, we expect to be able to fill this position in 30-45 days ($15,000 +/-). The additional Building Inspector position is needed to keep up with fieldwork. These inspections are anticipated to increase dramatically within the next few months as our entire northwest development area comes on line. The hourly cost for this position is $54.75, and we expect to need to fund this position on a temporary basis for up to three months ($28,000 +/-), at which time we will ask for an authorization for creation of a permanent position. STAFF RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commissioners authorize the use of Contingency Funds to pay temporary employees to fill the three Building Division positions until the jobs are permanently filled.
