ISSUE
Resident and Non-Resident Use Policies for Parks and Recreation Services
BACKGROUND/DISCUSSION
As requested by the City Commission at it's April 1, 2003 Commission Meeting, attached, please
five (5) policies addressing Resident and Non-resident use of City Parks and Recreation Services.
These written policies are currently administered by the Parks and Recreation Department, and have
been for many years. according to researched done by Staff, but are not in written form.
I he policy addressing the Before and Alter School Programs and the Summer Day Camp Program
indicates that the programs are limited to City of Ocoee Residents only, with the exception, that
children of City Employees are allowed to participate.
The policy addressing the use of the Beech Recreation Center for open play in the gymnasium and
use of the Fitness Area indicates that this is limited to City of Ocoee Residents only.
The policy addressing the participation in programs offered by the Parks and Recreation Department
that arc conducted by Outside Contractors indicates that they are open to both Residents and Non-
Residents. These Outside Contractors conducts these programs at no cost to the city, and pays the
City 20% of gross revenues collected for the programs.
The policy addressing the participation in City Sponsored Youth and Adult Athletic Programs that
are fee based indicates that they are open to both Residents and Non-Residents. These programs are
funded by the participation fees collected for these programs.
The policy addressing the use of the Ocoee Family Aquatic Center indicates the facility is open to
both Residents and Non-Residents. This is due to the facility being developed with assistance of a
grant from the State of Florida

RECOMMENDATION
Staff recommends these policies be placed in the City's Policy and Procedure Manual.

Subject: Beech Recreation Center Facility Use

I. Purpose/Intent
To develop a method to ensure consistency and accountability in the use of the Beech
Recreation Center by the Citizens of Ocoee.
II. Definition
Ilse of the Beech Recreation Center for Open Basketball, Volleyball, Indoor Soccer, and
all other indoor sports uses of the gymnasium, and the Fitness Area.
III. Policy/Procedures
A. Facility Use
1. The use of the Beech Recreation Center for Open Gym play (see above)
and the Fitness Area is limited to City of Ocoee Residents only.
B. Registration
1. All participants will be required to sign in and provide proof of City
residency to use the gymnasium for open play and the Fitness area.
2. Age Requirement
a. There will be designated days and times each month where open
play will be allowed for youth and adults. These days and times
are scheduled monthly and are available at the Beech Center.
b. Anyone using the Fitness area must be at least 18 years old.
C. Fees—There is no cost to City residents to use the Beech Center gymnasium for
Open play or to use the Fitness area.
D. Budget—The Beech Recreation Center is funded by the City of Ocoee.

Subject: Registration& Participation in Before/After School Programs and
Summer Day Camp Program

I. Purpose/Intent
.fo develop a method to ensure consistency and accountability in the registration and
participation in the City's Before/After School Programs and Summer Day Camp
Program in the City of Ocoee.
II. Definition
Any Before/After School Program Summer Day Camp Program administered by the
Parks &Recreation Department.
III. Policy/Procedures
A. Registration
1. The Before/After School Programs and Summer Day Camp Program is
limited to City of Ocoee residents only, with the exception listed in #2.
(Residence within the City limits)
2. The children of City Employees who are not City Residents may
participate in the programs.
3. Registration forms must be completed at the Beech Recreation Center
during scheduled times. At the time of registration a copy of the child's
birth certificate,school shot record, and proof of City residency is
required.
4. Age Requirement—a participant must be at least 6 years old to
participate in the program and must be less than 15 years old to
participate.
5. Fees
Before School -$10.00 per week
After School - $15.00 per week
Summer Camp - $40.00 per week
B. Financial Assistance—If a child cannot attend due to being unable to pay program
fees, the City will disperse a scholarship form which can be picked up at the
Beech Recreation Center. If they meet the requirement to participate in the
scholarship program. they will attend at no cost.
C. Budget—The programs are funded by the City of Ocoee.

1. Purpose/intent
To develop a method to ensure consistency and accountability in the participation of
programs offered by the Parks & Recreation Department that are offered by Outside
Contractors.
II. Definition
Any program offered by the Parks & Recreation Department conducted by an Outside
Contractor.
[II. Policy/Procedures
A. Registration
1. All programs offered by the Parks &Recreation Department conducted by an
outside contractor will he open to both residents and non-residents.
2. Registration will be held at the discretion of the contractor.
B. Fees
1. All fees are set by the contractor and collected by the same.
2. The contractor will pay the City 20%of all fees collected each month.
C. Budget
1. These programs are conducted by an Outside Contractor at no cost to the City.
The City receives 20%of all fees collected each month, that helps pay for the
expense of the facility use.

Family Aquatic Center.
II. Definition
Any use of the Ocoee Family Aquatic Center
III. Policy/Procedures
A. Pool Use
1. The Ocoee Family Aquatic Center is available for use by both resident
and non-residents of the City of Ocoee.
B. Cost of Pool Use
1.Youth under 18 is 50 cents
2.Adults 18 and over are $1.00
3.Facility is not rented for parties or other uses.
C. Budget

based.
II. Definition
Any youth and adult athletic program sponsored by the City, in which a participation fee
is charged.
III. Policy/Procedures
A. Registration
1. All youth and adult athletic programs in which
participation fee or entry fee is charged will be open to
both residents and non-residents.
2. Registration for athletic program must be done during
scheduled times at the Beech Recreation Center.
3. All fees must be paid at the time of registration.
B. Budget—The youth and adult athletic programs are funded by the
participation fees collected for these programs.
