ISSUE
Should the Mayor and City Commissioners vote to conduct a citizen survey through the international
City/County Management Association (ICMA) and the National Research Center, Inc.?
BACKGROUND/DISCUSSION
At the April 15th City Commission meeting, the Commission discussed the National Citizen Survey
and whether or not to conduct a survey of our residents. The ICMA has teamed up with the National
Research Center. Inc. to create a citizen survey tool for local governments. The survey can he used as
a tool for program planning, budgeting, goal setting, and benchmarking. Staff may use the results of
the survey to work at improving service delivery while the Commission may use the results to set
priorities. The survey can be administered on a regular basis (i.e., every other year) to measure
progress and assess citizen opinions about basic services and life in the community.
The survey itself has been developed as a basic template that can be used by all cities. The City
customizes it by adding up to three questions that it feels are important to measure. The survey is
mailed to 1,200 randomly selected households and has a margin of error of +/- 5 percentage points.
'Me cost of$7,500 includes a written report that provides the results, plus how those results relate to
other cities across the country.
Attached is a copy of the basic survey template. 1 have also attached some comments from Ocl W ingo,
Assistant City Manager for the City of Palm Coast. They are currently conducting the survey for the
second time. The last attachment is from Pete Winton. Assistant to the County Manager in Lee
County. Mr. Winton has provided some comments on their experience with the survey. Under
separate cover, I have also forwarded a sample survey report to you for your review. As always.
please contact me if you require further information or if you have any questions prior to the
Commission meeting.
RECOMMENDATION
Staff respectfully recommends that the City Commission approve the survey with the cost being
covered by funds in the Legislative contingency account. There is currently a balance in that account
of $34,646.

We have been very happy with the ICMA survey. We modified and added questions and utilized it the
first year for both planning and budgeting. It is a cost savings over other options and provides us with

Dear Ms. Shira:
Lee County Manager Don Stilwell asked that I respond to your request because I handled our
county's involvement in the National Citizen Survey.
The survey process was very user friendly, fairly cheap and easy to use. National Research Center
basically provided turn-key service, including developing the survey instrument, statistically sampling,
sending out postcards, mailings, follow-up mailings, collation of survey results and creation of final
reports.

I've also attached some press releases (1, 2) we did during and after the survey.
We plan to do a citizen survey of some kind at least every five years.
The survey was useful in several respects:
1. We had several open-ended questions with all responses collected and grouped and they provided
some useful insights.
2. It verified in many respects information we knew on more of an anecdotal basis this just
added that stats to back it up.
3. There were no major surprises, which indicated to us we have a fairly good pulse on the
community's feelings.
We have not used it much as a tool in budgeting, however it did verify some problem areas where we
have done further analysis and determined more resources may be necessary.
It also gives more of a communitywide picture than what you normally get sitting in a government
building for much of the time and dealing only with a certain segment of the population.
