District STAFF REPORT TO: The Ilonorable Mayor and City Commissioners FROM: Janet Shira, Assistant to the City Manager DATE: May 30, 2003 RE: Community Merit Awards— April 2003 Grant Cycle ISSUE Should the Mayor and Commissioners approve the recommendations for funding made by the Community Merit Awards Board? BACKGROUND/DISCUSSION The second cycle of Community Merit Award grants were received during the month of April. The City received 16 applications for a total of$7,995 in requests. There is a total of$7,000 available in the Community Merit Award grant account. This is the final cycle for the 2002/2003 budget year. The applications are attached for your review. Also attached are the draft minutes from the Community Merit Awards (CMA) Board meeting. The application from Thornebrooke Elementary was withdrawn at the beginning of the meeting. This left 15 applications for a total of$7,495 in requests. This meant that if the CMA Board so desired, it could recommend all but one of the applications with the money allocated. The CMA Board recognized that there were four West Orange High School athletic teams who had each applied for grants. Because of this, they held those applications until the end to see the level of funding remaining once the other applications were voted upon. The Board felt that perhaps if all the other applications were recommended for funding, then they could recommend that the final $1,500 be split between the four West Orange High School athletic teams. All applicants, with the one exception of the I Iealth Central Foundation, had a representative at the CMA Board meeting. This is a requirement that the CMA Board has implemented in its process and all applicants arc told of this at the time of application, and are subsequently sent a letter notifying them of the date of the meeting and then are reminded with a phone call about the meeting. Page 2 CMA Staff Report May 30, 2003 The CMA Board has, in the past, recommended denial of applications based on the fact that the applicants did not attend the CMA Board meeting. Therefore, the CMA Board felt strongly that they could not recommend the Health Central Foundation grant be awarded. The Board members all expressed disappointment in having to make that decision. Because the one application was not being recommended for funding, the four athletic teams from West Orange High School were all recommended for$500 grants. The CMA Board members voiced opinions that perhaps the City Commission could find an additional $500 in the City's budget if they felt that the Health Central Foundation should receive their grant. The following table summarizes the April 2003 grant cycle. MINUTES OF THE CITY OF OCOEE COMMUNITY MERIT AWARD REVIEW BOARD MEETING HELD MAY 29, 2003 CALL TO ORDER Chairman Sills called the regular meeting of the Community Merit Award Review Board to order at 7:03 p.m. in the Commission Chambers at City Hall. The roll was called and a quorum declared present. PRESENT: Chairman Sills, Members Hood, Jacobs, and Axtell. Also present were the Assistant to the City Manager Shira, and Deputy City Clerk Maxwell. ABSENT: Member Miller(uncxcused) APPROVAL OF MINUTES -January 15,2003 M ember Hood, seconded by Member Axtell, moved to approve the Minutes of the Community Merit Awards Board meeting held January 15, 2003. Motion carried 4-0. DISCUSSION OF APPLICATIONS AND FORMAL RECOMMENDATION TO TILE CITY COMMISSION Janet Shira, Assistant to the City Manager, stated the Community Merit Award Review Board recommendations are tentatively scheduled to go before the Ocoee City Commission on June 17, 2003. Mrs. Shira stated all applicants were notified that a representative needed to be present in order to be considered for the award. Mrs. Shira further stated 16 applications were received on time and are in order as received and there is a maximum of$7,000 the board can recommend to the City Commission to disperse. Member Axtell announced that Application No. 7 - Thornebrooke Elementary/Guidance Department would be pulled from the agenda. Ms. Shira stated for the record that Member Axtell is the principal for Thornebrooke Elementary School. Application No. 1 - Girl Scout Troop 567 Kelly Pruder, representing Girl Scout Troop 567, stated the troop would be visiting Savannah Georgia to the birthplace of Juliette Gordon Low, the Founder of Girl Scouts. Member Hood. .ceconded by Member Jacobs, moved to recommend to the Ocoee City Commission approval of $500 grant to Girl Scout Troop 567. Motion carried 4-0. Community Merit Award Review Board i May 29,2003 - Application No. 2 -West Orange High School Softball Team Sue North, Head Coach of the West Orange High School Softball Team, stated the$500 would be put towards new uniforms. Member Axle!!, seconded by Member Hood, moved to recommend to the Ocoee City Commission approval of$500 grant to the West Orange High School Softball Team. Motion carried 4-0. Application No. 3 -National Multiple Sclerosis Society Martin Bernstine, representative for the National Multiple Sclerosis Society, stated that the money would go towards services that consist of providing appliances, information, lending library, and numerous other services, and there are approximately 9,000 clients in the coverage area. Mr. Bernstine further stated he is here representing Otis Patten, a City of Ocoee employee. Member Jacobs, seconded by Member Axle!!, moved to recommend to the Ocoee City Commission approval of$500 grant to the National Multiple Sclerosis Society. Motion carried 4-0. Application No.4- Rotary Club of Ocoee Art Johnstone, representative for Rotary Club of Ocoee, stated the organization distributed over 1,000 bicycle helmets last year and the Rotary Club attends many activities in the Ocoee area to distribute the helmets as well as child safety seats. Member Hood, seconded by Member Jacobs, moved to recommend to the Ocoee City Commission approval of$500 grant to the Rotary Club of Ocoee. Motion carried 4-0. Application No 5. - Christian Service Center-West Orange Peg MacDonald, Director of West Orange Christian Service Center, stated that there has been a 42% increase in needs in the community over the last month. Member Jacobs. seconded by Member Axte!!, moved to recommend to the Ocoee City Commission approval of$500 grant to the West Orange Christian Service Center. Motion carried 4-0. Application No 6. -Boy Scout Troop 217 Jim Bailiff, representative for Boy Scout Troop 217, stated the money would be used to purchase new camping equipment. Member Jacobs, seconded by Member Sills, moved to recommend to the Ocoee City Commission approval of$500 grant to Boy Scout Troop 217. Motion carried 4-0. Application No. 8-Ocoee Historical Commission, Inc. Application No. 9 - American Legion Post 63 & 109 James Fleming and Sam Woodson, representatives for the American Legion Post 63 & 109, stated the money would be used for medals and certificates for Sth grade students and for Blue Star Banners for families of individuals in the service. Member Hood, .seconded by Member Axlell, moved to recommend to the Ocoee City Commission approval of$500 grant to the American Legion Posts 63 & I09. Motion carried 4-0. Application No. 10 - West Orange High School Aquatic Boosters Laura Berry, representative for W.O.H.S. Aquatic Boosters, stated the money would be used to purchase new swim equipment. Member Hood, seconded by Chairman Sills, moved to recommend to the Ocoee City Commission approval of$500 grant to the West Orange High School Aquatic Boosters. Motion carried 4-0. Application No. 11 - Health Central Foundation Member Hood stated unfortunately Health Central was not represented this evening for the grant award and he felt that since the Applicants were aware that they or a representative needed to be present at this meeting in order to receive the grant they should be omitted from the grant selection due to the guidelines that were set for this board. After much discussion, it was decided to deny Health Central Foundation's application since they did not have representation present this evening. Application No. 12 -West Orange High School Boys Basketball Team Scott Eggleston, representative from WOHS Boys Basketball Team, stated the money would go towards uniforms. Member Hood, seconded by Member Axtell, moved to recommend to the Ocoee City Commission approval of$500 grant to the West Orange High School Boys Basketball Team. Motion carried 4-0. Application No. 13 - Ocoee Elementary School Chorus Kelly Nothnagel, representative from Ocoee Elementary School Chorus, stated the money would be used to pay for buses to transport the chorus to and from functions. Member Hood, seconded by Member Axtell, moved to recommend to the Ocoee City Commission approval of$500 grant to the Ocoee Elementary School Chorus. Chesta Hembrooke,representative for St. Pauls Presbyterian Church, Inc., stated the money would go towards back to school supplies for economically disadvantaged elementary students. Member Axtell, seconded by Member Hood, moved to recommend to the Ocoee City Commission approval of$500 grant to St. Pauls Presbyterian Church, Inc. Motion carried 4-0. Application No. 15 - West Orange Boys Tennis Charles Hooper, representative for West Orange Boys Tennis, stated the money would go towards new uniforms. Member Axtell, seconded by Chairman Sills, moved to recommend to the Ocoee City Commission approval of$500 grant to West Orange Boys Tennis. Motion carried 4-0. Application No. 16- Edgewood Children's Ranch. Inc. Joan Consolver, representative for Edgewood Children's Ranch, Inc., stated money would go towards school supplies. Athletic programs are—for the most part—left to find funding on their own through parent fees and fundraising in the community. The West Orange High School Aquatic Booster organization has a long history of supporting the swim and water polo teams through fundraising events, such as car washes, Christmas Tree and wreath sales, community garage sales, and other events. The students participate in these and other community endeavors as a way of raising money to provide much needed equipment and fees for pool use at both the West Orange YMCA and the City of Winter Garden pool. This year our team did not do as well as we had hoped at the State Finals. We feel that additional swim boards and flippers could help the students reduce their times and be more competitive for next year.
