Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: David Wheeler, Y.E., Public Works Director DATE: June 17, 2003 RE: Solid Waste Options and Rates ISSUE For the Honorable Mayor and City Commission to consider the potential options and rates for the City's Solid Waste Management and provide directions to proceed with the most cost- effective option. BACKGROUND/DISCUSSION During the May 6, 2003 workshop with the City Commission, staff informed the Commission that an increase in residential collection (garbage, recycling, and yard waste) rates is needed to meet the actual costs of the program. The current City rate is $16.00 per household compared to the fiscal year 2001/2002 costs of$18.38. The estimated rate to sustain the current operation by the City and to meet the future demands is projected to be $21.00 per household. The ensuing discussion involved the examination of the various potential options including privatization of residential recycling, a public to private phase-out plan for residential collection, etc. The City Commission instructed staff to obtain rates from private vendors for residential collection to evaluate the most economical option. Staff conducted a survey of the private vendors and obtained a range of rates for the various privatization scenarios. The options considered included the following: 1. Privatization of one route now and a complete phase-out to a private vendor in three (3) years. 2. Privatization of the residential recycling only. 3. Privatization of a package to include the residential recycling and residential C & D. 4. Privatization of a package to include the residential recycling, residential yard waste, and residential C& D. 5. Privatization of a package to include residential collection(garbage, recycling, yard waste), residential C& D, and commercial collection. This option would start October 1,2003. Solid Waste Options & Rates, Page 2 All privatization scenarios will include an additional administrative cost added to the private collection rate for the City to manage the customer service, field inspections, and accounting for the operation. From the survey, it appears that the most economical option, which is least likely to cause a raise in rates, is privatization of the residential household (garbage, recycling, and yard waste). A phase-out plan may be considered to lesson the impact on the current employees. Staff is currently compiling all data received from the private vendors. A final copy of the results will be distributed at the Commission meeting. RECOMMENDATION City Commission to consider all potential options and provide direction to staff to proceed with the implementation of the most economical option.
