Goclon, Chief of Police i DATE: July 1.2003 RE: USE OF TRAFFIC SURCHARGE FUNDS FOR IN-VEHICLE REPORTING SYSTEM ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the use of$22,805 in traffic surcharge monies to further the In-Vehicle Reporting/ Silent Dispatch System. BACKGROUND/DISCUSSION Laptop computers play a vital role in the Ocoee Police Department's In-Vehicle Reporting / Silent Dispatch system. This system allows police officers continuous "real-time" access to critical data as well as being able to communicate with each other and the communications center should the 800 Mhz radio system fail. These laptop computers used in the in-vehicle reporting system also allow officers to spend more time in the community writing reports and accessing information. This system has been funded primarily through grants, forfeiture monies and traffic surcharge monies. Orange County has made $22,805 in traffic surcharge monies available to the police department for use with this system. The police department must expend the $22,805 by August 1, 2003. If the monies are not expended by this date, the monies will automatically roll into the lease account for the new radio consoles for which the City entered into a lease agreement this year and the department will have lost out on the opportunity to obtain additional laptop computers. With the $22,805, the police department can purchase at least five additional laptops with their related licenses and accessories. Orange County will fully reimburse the City upon presentation of receipts for the items purchased. This is similar to the plan approved by the Commission last summer, which enabled the police department to take advantage of approximately $80,000 in traffic surcharge monies to buy additional laptops. It is also requested that as we have already recently purchased the same model computers and as the computers and licenses are proprietary and/ or sole source items that any bid or quote process be waived for this particular purchase. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve this request to use $22,805 in traffic surcharge monies as outlined above.
