SUBJECT: To Approve Emergency Repairs to Lift Station #22
ISSUE:
Should the Mayor and City Commissioners approve the emergency repair work for Lift Station
#22 located at: 247 West Silver Star Road, Ocoee, Florida that serves the Pioneer Key Mobile
Home Park#1.
BACKGROUND:
The gravity sewer pipeline to the lift station failed and broke away from the wet well. Although
the wastewater flow was able to continue into the wet well, it began drawing surrounding soil and
causing the ground around the station to settle. This further exacerbated the situation because
of the close proximity of two of the mobile homes. The damaged pipe was located
approximately 12 feet below the surface and required well pointing to perform the repair. The
City does not have the type of equipment (wellpoints or large hoes) required to perform this type
of work at these depths.
DISCUSSION:
Because of the need for a quick repair, DeWitt Excavating, Inc., was contacted to assist in the
location of the pipeline problems through well pointing, excavation, and repair of the pipeline.
Additionally, this lift station is located in and around private property, which had to be disturbed
through digging and heavy equipment traffic, which caused disorder to the surrounding backyard
area of the resident. DeWitt Excavating made the appropriate pipeline repairs and restoration to
the property after the work was completed including an asphalt overlay of the parking area for
the residents. Because of the amount of rainfall during the work and the high groundwater level
select dry backfill material was used as a replacement of the existing soils that remained.
STAFF RECOMMENDATION:
Staff recommends that to pay for the repairs to lift station#22, the City Commission authorize transfer
of$29,323.95 from Wastewater Operating Reserve for Contingency account to Capital Improvements
account.
Staff recommends that the City Commission approve the cost of $29,323.95 to make the repairs to
the pipeline at Lift Station#22 and to return the property to an improved condition.

Subject: Lift Station 22
Lift Station #22, which is located at 247 West Silver Star Road, has had a failure in the
infrastructure piping. The 8" clay gravity line that enters the east side of the wet
well sheared off. The damaged line is 10 to 12 feet deep and will require well pointing
before any repairs can be made. City staff does not have this type of equipment nor the
safety procedures to work with these type of repairs at that depth. As part of the
Purchasing Policy, I am requesting permission to use an emergency purchase order for
this repair. DeWitt Excavating has been contacted to perform this repair. If you have
