Parker, District 4 STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Fran Diedrich, Human Resources Director DATE: October 7, 2003 RE: New and Revised Job Descriptions ISSUE Two new job descriptions and one revised job description are included in the approved annual budget for FY 2003/04. BACKGROUND/DISCUSSION New and revised job descriptions are reviewed and approved by the City Commission. RECOMMENDATION Recommend approval of the new and revised job descriptions for the positions of Battalion Chief, Plans Examiner/Building Inspector, and Zoning Inspector in connection with the approved annual budget for the City. BATTALION FIRE CHIEF MAJOR FUNCTION This is responsible managerial work directing firefighting activities, including the protection of lives and property, of an assigned shift in the department . Work is performed under the general supervision of the Fire Chief and is reviewed through conferences, review of operations, reports, observation, and by results obtained. ILLUSTRATIVE DUTIES Establishes command and manages the activities of fire companies to and from a fire and their operation at the scene of a fire and emergencies. Responsible for day-to-day activities of the fire stations and supervision of assigned shift personnel . Issues work assignments. Determines staffing levels. Approves leave requests, scheduled vacations, and time exchanges in compliance with Inspects conditions of fire stations and fire apparatus. Enforces City Personnel Rules and Regulations and union contracts. Provides recommendations and assists in preparing budget estimates of anticipated expenditures. Insures compliance with departments annual budget . Purchases required supplies and equipment . Assists in formulating policies applicable to bargaining unit employees. Assists in preparation of the conduct of collective bargaining negotiations. Engages in hiring, transfer, suspension, lay-off, recall, promotion, discharge, assignment, overtime, renewal/non renewal of contracts and adjustment of grievances of personnel . Conducts employee performance evaluations. Attends departmental staff meetings and inter-departmental meetings. Makes recommendations regarding new and revised department policies and procedures. Relieves company fire officer on arrival at fire and directs EMS and firefighting activities until relieved of command by superior fire officer. Assesses, deploys and directs firefighting resources at the scene of emergencies to effectively utilize personnel and equipment . Determines the need for additional companies and calls them into action. Supervises salvage and overhaul operations. Observes the quality of work performed by company and station officers; evaluates their effectiveness during emergencies, station activities, and special assignments; discusses their performance with superior officers. Coordinates training on assigned shift. Attends conferences and seminars. Reviews timesheets for accuracy. Prepares correspondence and reports. Performs other assigned duties as required. Adopted 10-21-03 BATTALION FIRE CHIEF MINIMUM QUALIFICATIONS Knowledge, Abilities, and Skills Thorough knowledge of the accepted principles and practices of fire safety, firefighting tactics, fire prevention, and inspection techniques. Through knowledge of modern fire suppression and prevention. Thorough knowledge of fire hazards involved in the various types of construction and in the storage and use of flammable liquids and materials. Knowledge of arson detection procedures. Knowledge of collective bargaining procedures. Thorough knowledge of the City' s Personnel Rules and Regulations. Thorough knowledge of the rules and regulations of the fire department . Knowledge of radio communication procedures. Knowledge of the principles and practices of fire administration. Ability to direct and command personnel . Ability to prepare clear and concise reports. Ability to communicate both orally and in writing. Ability to remain calm and make decisions quickly during emergencies. Ability to work with other City Department personnel and other government agencies. Minimum Training and Experience Graduation from an accredited community or junior college with major course work in Fire Science, Emergency Medical Services, Public Administration and seven (7) years of firefighting experience, two of which must have been in a supervisory capacity; or an equivalent combination of training and experience. Necessary Special Requirements State of Florida Firefighter Minimum Standards and State EMT certification. Possession of an acceptable Florida CDL license. Adopted 10-21-03 PLANS EXAMINER/BUILDING INSPECTOR MAJOR FUNCTION This is advanced technical work performing plans examination and building inspection. Plan review consists of examination of applications, plans, and specifications for accuracy and completeness to insure compliance with all codes, ordinances and regulations governing construction and maintenance of commercial and residential buildings, structures and facilities. Inspections consist of those specified within the scope of licensing provisions. Position reports to the Building Official with functional supervision by the Chief Plans Examiner. ILLUSTRATIVE DUTIES Reviews permit applications, construction plans, specifications and other documents as may be required to obtain building permits, ensure compliance with applicable codes and calculate building valuations. Provides assistance to the public in making application for construction or alteration permits. Provides contractors, architects and engineers, owners and others regarding compliance and interpretation of building, zoning, accessibility, and other codes and ordinances enforced by the City. Confers with the Chief Plans Examiner and Building Official regarding code interpretation questions. Prepares and maintains technical records and reports. Inspects work for compliance with adopted construction codes, drawings and specifications. Meets with contractors, architects, engineers, owners, and others regarding compliance with approved plans and specifications resulting from rejected inspections. Provides advice and assistance to other department personnel, including code enforcement, on technical issues. Performs other assigned duties as required. MINIMUM OUALIFICATIONS Knowledge, Abilities, and Skills Knowledge and ability to read, interpret, and enforce appropriate codes, technical drawings, plans and blueprints with good judgment, firmness and impartiality. Considerable knowledge of the practices, methods, and materials as applied to building construction. Thorough knowledge of the Florida Building Codes with the ability to read and interpret construction drawings and recognize deviations from such plans in building construction and installation processes. Ability to make on-site building inspections in accordance with State and City procedures. Ability to establish and maintain effective working relationships as necessitated by the work. Ability to learn the use of applicable computer software and access the Internet for research purposes. Adopted PLANS EXAMINER MINIMUM OUALIFICATIONS - Continued Ability to communicate both orally and in writing. Ability to sit for extended periods, climb ladders and scaffolding, and lift and carry up to 35 pounds. Ability to properly identify colors. Minimum Training and Experience High School graduation or equivalency and three (3) years experience in inspections and/or plan review or as an Architect, Engineer, Contractor, or Superintendent of construction or an equivalent combination of training and experience. Necessary Special Requirements Possession of a State of Florida Building Plans Examiner' s certification or the ability to obtain Plans Examiner provisional certification within four (4) months after hire date. Standard State of Florida Plans Examiner certification required within two (2) years of hire date. Possession of a State of Florida Building Inspector' s certification or the ability to obtain Building Inspector' s provisional certification within four (4) months after hire date. Standard State of Florida Building Inspector' s certification required within two (2) years of hire date. Specific time lines for certification will be established based on qualifications at time of hire. Possession of a valid Florida Driver' s License. Adopted ZONING INSPECTOR MAJOR FUNCTION This is administrative and technical field inspection work +r ensuring compliance with the City' s Code of Ordinances and zoning eeele3 and regulations, occupational license codes, and—The—Land Development Code as they relate to construction and land use. Inspects trees and landscaping for compliance with arbor and landscape code compliance and provides tree and plant identification. Work is performed under the general supervision of the Building Official. ; however, the employee is expected to exercise independent judgment and initiative in the performance of daily duties . Work is reviewed through inspection, observation, conferences, and by results obtained. ILLUSTRATIVE DUTIES Assists in the review and evaluation of new and existing site construction plans for compliance with land use, landscaping, arbor, building set backs and other zoning related codes, ordinances and the City Land Development Code. Reviews new subdivision preliminary plats for conflicts with subdivision names, street names, and assigns building address numbers in accordance with the Orange County 911 system. Reviews applications for occupational licenses to insure the type of business and location is in compliance with the City zoning codes and reviews zoning portions of applications for state alcoholic beverage license. Assist other code enforcement officers as necessary. Attends meetings as directed when zoning and/or landscape issues are considered. Provides assistance to the Planning Division in research of maps and records with reference to zoning and arbor requirements. Collects, assembles, and analyses data pertaining to zoning, landscaping, signage and other development regulations and activities. Investigates reported zoning violations and when necessary, prepares documents to have violators brought before the City Code Enforcement Board. Assist other City departments as required with site development regarding parking, signage, building set backs, parking layout, arbor and landscaping. Answers questions from the general public, City staff, developers, and design professionals with regard to the City Land Development Code and other related City ordinances. Performs field inspections to verify compliance with applicable building codes, laws, ordinances and approved plans. Assists the general public, design professionals and City staff, regarding arbor issues. Reviews applications for tree removal, inspects trees to determine what trees can be removed. Communicates both orally and in writing in a courteous and professional manner with customer service a primary concern. Evaluates and inspect proposed use locations for occupational license application approval. Answers questions from the general public, City staff, developers, aiteets, and engineers with regard to interpretations of the City Land Development Code and other related City ordinances using courteous and professional customer service techniques. Collects, assembles, and analyses data pertaining to zoning, landscaping, signage and other development regulations and activities. Performs field inspections to verify compliance with applicable codes, laws, violations; may issue cease and desist orders when violations exist; and when necessary, prepares documents to have violator brought before Municipal Code Enforcement Beard. Attends meetings when zoning matters are heard, as directed. Conducts field surveys to update or supplement ether data sources and records. Provides assistance to Planners in research, maps and records with reference to zoning and arbor requirements. Maintains up to date maps and records on current renting from data supplied by the Planning Division as- areas are rezoned- by the City Commission. Posts flood plain, tax I . D. , city limit changes as areas are annexed, subdivisions are developed, scames and numbering occupational and alcoholic beverage licenses based on zoning use and classification. Assists customers and City staff regarding arbor issues. Coordinates site development with regard to parking, signage, building setback, parking layout, and numbering with othc -City departments as required. Provides information to citizens and coordinates with the proper agencies with regard to subdivisions, planned trait developments, and variance requests. Develops and conducts related public education programs. Coordinates with Building Inspection and Code Enforcement regarding zoning matters, i.e. , street numbers, street names and subdivisions, etc. Attends Board of Adj-ustment and Appeal : : _ : . _ zoning questions. Performs other assigned duties as required. MINIMUM OUALIFICATIONS Knowledge, Abilities. and Skills Knowledge of City Land Development Code and Comprehensive Plan. Knowledge of occupational and alcoholic beverage license requirements. Knowledge of local land use control measures and subdivision regulations. Knowledge of legal descriptions as related to enforcement of regulatory codes. Knowledge of the geography of the City. Ability to readily acquire a working knowledge of applicable zoning regulations and related departmental policies and procedures. Ability to ascertain certain facts for investigation. Ability to understand and effectively carry out oral and/or written instructions. Ability to communicate effectively, clearly and concisely, both orally and in writing. Ability to prepare written reports and keep records. Ability to establish and maintain effective working relationships as necessitated by the work. Ability to interact with designers, developers, contractors, and property owners to provide guidance for compliance of the various codes enforced. Ability to use good judgment and tact in securing the cooperation and compliance of citizens, property owners, City staff, and contractors. Ability to enforce ordinances and regulations with firmness, tact and impartiality. Minimum Trainina and Experience Graduation from and accredited two year college or vocational School High School Diploma or equivalent and three (3) years e-€ revved experience landscape design or maintenance and planning or +ft zoning compliance. , planning, or building construction or an equivalent combination of training and experience.
