10 Years Carolyn Bloom
Carolyn began working for the City of Ocoee Utility Department as a Utility
Service Worker I, on November 22, 1993. Carolyn is one of the first women to be
hired in this role and has been instrumental in the training of others hired as Utility
Service Workers. With her continuous training, she is an asset to her department.
Carolyn has volunteered for the Read 2 Succeed Program as well as volunteering
for the City Employee Luncheons. You can always count on Carolyn for a helping
hand.
Thank you for your dedication to the City of Ocoee.
Along with her plaque, Carolyn will receive $100.00 gift certificate to "shop
until she drops" at Dillards.

10 Years Curtis Love
On August 24, 1993, Curtis began employment as a temporary employee for
the Public Works Sanitation Department. In October 1993, he was hired as a full-
time employee. On March 20, 1995, Curtis was reclassified to a Sanitation Driver I
and then to a Sanitation Driver II in April of 1996. On August 1, 1996, Curtis
requested a transfer to the Street Department as a Laborer. Then in October 1997,
Curtis was reclassified as a Maintenance Worker I. As the City continued to grow
so did employment opportunities which offered Curtis a promotion in February
1999 as Equipment Operator I with Public Works Stormwater Division. In his
capacity, Curtis has volunteered in the Lakewatch Program. He has always been a
team-player and can carry this trait over with him to the Fire Department. After
completing his Fire Standards/EMT earlier this year, he was promoted to the
position of Firefighter.
Curtis, thank you for your continuous years of service and dedication to the
City of Ocoee.
Along with his plaque, Curtis will receive a $100.00 gift certificate to Super
Walmart.

10 Years David Harris
David began with the City of Ocoee as a temporary employee for the Public
Works Sanitation Department on August 24, 1993. On October 7, 1993, he was
hired full-time as laborer in the Street Department. In October 1997, he was
reclassified to a Maintenance Worker I. Then on October 16, 2000, David was
promoted to Equipment Operator I for the Street Department. He is always willing
to learn and give assistance when needed.
When David is away from the responsibilities of his job, he enjoys singing
karaoke and playing drums.
Thank you David for your continuous years of service to the City of Ocoee.
Along with his plaque, David will receive $100.00 gift certificate to Best Buy.

10 Years Joyce Tolbert
Joyce began working with the City of Ocoee as a temporary employee for the fi
Finance Department on September 2, 1993. In October of the same year, Joyce was
hired as a full-time Accounting Clerk. On March 11, 1996 she received a
reclassification to an Accounting Clerk II position. In December 1997, Joyce was
transferred within the Finance Department as Buyer for the City. Joyce has
obtained CPPB (Certified Professional Public Buyer) certification. If you should
ever ask her daughter what her mom does for the City she'll say, "She shops all day
and buys cool stuff on sale."
For the past several years, Joyce spent her time going to school and squeezing
in time for her daughter's soccer & cheerleading activities. Her hard work &
determination paid off because in October she graduated with her Bachelor of
Science Degree in Business Management.
Along with her plaque, Joyce will receive a $100.00 gift certificate to spend at
Super Walmart. Thank you Joyce.

10 Years Michael Alexander
P
On November 22, 1993, Mike began his career in Law Enforcement with the
Ocoee Police Department. Through the course of his career, some of his
assignments have been, PIO (Public Information Officer), School Resource Officer,
D.A.R.E Officer and Field Training Officer. Mike also has been an in-house
instructor, teaching classes in Radar, Human Diversity, First Responder and Inter-
Personal Skills. In 1998, Officer Alexander received his Bachelor of Science Degree
in Criminal Justice, through the City of Ocoee Education Incentive Program. On
June 18, 2001, Mike was assigned to CID (Criminal Investigative Division) where he
continues to be instrumental in the division. Officer Alexander is a Team Player,
willing to assist other officers in need.

10 Years Russ Wagner
Russ was hired by the City as Director of Planning on October 1, 1993. He was
promoted to Director of Community Development on October 1, 2002. Russ holds a
Bachelor of Science Degree in Urban Planning from Iowa State University. He maintains
an AICP designation from the American Institute of Certified Planners as well as
certification as a Licensed Building Contractor with the State of Florida. It's rumored
that the AICP designation is really for talent as an Ace Iowa Corn Picker. Some of the
projects accomplished under Russ' direction have been the review and completion of
the Walmart facility and out parcels, purchase and development of the Ocoee Commons
PUD, and two grammar schools.
When Russ takes a break he enjoys being with his family, fine dining, dancing
and skeet shooting.
Russ, thanks for your contributions and dedication to the City of Ocoee.
Along with his plaque, Russ will receive a $100.00 Lowes gift certificate.

20 Years Steve Goclon
Steve began his career as a Patrolman with the Ocoee Police Department in October of
1983. He was promoted to Detective in 1985 and became Detective Corporal in 1986.
He became a Police Sergeant in August of 1987 and Police Lieutenant in October 1995.
He has served in all of the Police Department Divisions over his career. His service to
the City is documented by numerous letters of commendation from members of the
public, his peers, past Police Chiefs and other law enforcement agencies.
Steve acquired his degree in Criminal Justice in 1998 through the City's Educational
Incentive Program and was promoted to the position of Police Chief on August 17, 2002,
where he has shown dedicated leadership and service to the Department and the
citizens of Ocoee.
In his spare time Chief Goclon enjoys time with his family and collects historical military
artifacts.
Steve, thank you for your many years of service to the City.
Along with his plaque, Steve will receive $250.00 which has been donated to the NATF
Makenzie Whitaker Fund. He has also selected a Brighton Jewelry Ensemble for his
wife Sandy
