MINUTES OF THE OCOEE CITY COMMISSION SPECIAL SESSION
PUBLIC HEARING FOR THE TENTATIVE BUDGET FY 2003-2004
CALL TO ORDER
Mayor pro tem Anderson called the Special Session to consider the Tentative Budget to order
at 7:10 p.m. in the Commission Chambers. City Clerk Grafton called the roll and declared a
quorum present.
PRESENT: Mayor pro tern Anderson, Commissioners Howell, Johnson and Parker. Also
present were City Manager Gleason, City Attorney Rosenthal, City Clerk Grafton, Finance
Director Horton, Accountant Bishop, and Budget Analyst Brosonski. Department Directors
were present in the audience in order to respond to any questions.
ABSENT: Mayor Vandergrift
Mayor pro tem Anderson announced this is a public hearing on the Tentative Budget and
proposed millage rate for the City of Ocoee. Notice of this hearing was contained in the Notice
of Proposed Property Taxes mailed by the Property Appraiser. The City Commission has
previously set a proposed millage rate of 4.5789 mills which represents a 2.2213% increase in
millage over the rolled-back rate of 4.4794 mills.
PUBLIC HEARING
Finance Director Horton announced the percentage increase in millage over the rolled-back
rate necessary to fund the proposed budget is 2.2213%. Ad valorem tax revenues are being
increased by $343,394 to provide funding for operating expenses, programs, capital
improvement projects, and the purchase of equipment and vehicles.

There no citizens present; therefore no comments were made.
Comments by Commissioners.
There were no comments at this time.
Motions by Commissioners for amendments to the proposed Tentative Budget.
There were no amendments presented for the proposed Tentative Budget.
City Attorney Rosenthal stated, in that there were no amendments to the proposed Tentative
Budget, it would not be necessary to recompute the proposed millage rate or the percentage
increase in the millage rate. He announced the proposed millage rate is 4.5789 mills, which
represents a 2.2213 percentage increase in millage over the rolled back rate of 4.4794 mills.
This percentage increase is the proposed percentage increase in property taxes.
Ordinance No. 2003-36, regarding millage rate.
City Attorney Rosenthal read the title only of Ordinance No. 2003-36. establishing the
millage rate. He pointed out a corrected ordinance had been distributed just prior to the
meeting with the figures for the rolled back rate consistent with those figures just announced.
Motion to adopt the tentative millage rate.

Commissioner Johnson, seconded by Commissioner Parker, moved to adopt a tentative
millage rate of 4.5789 mills for the fiscal year beginning October 1, 2003, and ending
September 30, 2004.

There were no comments from Commissioners.
Vote on motion to adopt the tentative millage rate.
Motion carried 4-0. Mayor Vandergrift was not present.
Ordinance No. 2003-37, regarding budget.
City Attorney Rosenthal read the title only of Ordinance No. 2003-37, regarding the budget
for fiscal year 2003-2004.
Comments by Citizens.
There were no citizen comments.
Comments by Commissioners.
Mayor pro tem Anderson said he was not present at the work session and he felt the budget
was pretty good, but he would like to see the 3% COLA (which would amount to $400,000-
$500,000) applied to some projects other than across the board raises for employees. He said
if any cost of living increase had to be given he wished to have only the police and fire
departments receive the 3% increase, but if they wanted to stay the same as the rest of the
employees then that money should go to projects.
Commissioner Johnson objected to such a plan or thought as he would never vote to separate
the employees in such a manner.
Commissioner Parker said she would not support not giving the COLA to the employees
because of the morale factor.
Commissioner Howell said he had been opposed to the 3% COLA originally, but after it was
explained to him he was in favor.
Motion to adopt the Tentative Budget.
Commissioner Parker, seconded by Commissioner Johnson, moved to adopt the Tentative
Budget of the City of Ocoee distributed along with the budget message of the City Manager
dated August 4, 2003, along with the changes resulting from the budget workshops, such
Tentative Budget being for the fiscal year beginning October 1, 2003, and ending September
30, 2004.
There were no comments from the Citizens.

There were no further comments from the Commissioners.
Vote on motion to adopt the tentative budget.
Motion carried 3-1 with Mayor pro tern Anderson voting no.
Motion to schedule the public hearing on September 24, 2003, at 7:00 p.m. in the
commission chambers to adopt the final millage rate and budget.
Mayor pro tem Anderson, seconded by Commissioner Johnson, moved to schedule the
public hearing to consider the final millage rate and final budget for September 24, 2003, at
7:00 p.m. at a Special Meeting of the City of Ocoee City Commission to be held at the Ocoee
City Hall Commission Chambers, that the hearing be advertised in accordance with the
provisions of Section 200.065, Florida Statutes, and Section C-37 of Article VI of the Ocoee
City Charter, that the appropriate Ordinances necessary to adopt the final millage rate and
final budget be prepared by the City staff, and that all other action necessary to comply with
the requirements of Section 200.065, Florida Statutes, be undertaken. Motion carried 4-0.
Announcement of end of hearing and date for final millage and final budget hearing.
Mayor pro tem Anderson announced the end of the hearing and said the public hearing for
the final budget is scheduled for September 24, 2003, at 7:00 p.m.

The meeting adjourned at 7:30 p.m.
