SUBJECT: Purchase of Radio Read Transmitters and Water Meters
ISSUE:
Should the Mayor and City Commissioners approve the acquisition of 350 radio-read
transmitters and 180 — 5/8" potable water meters for the City of Ocoee Water Department at a
cost of$60,300.00.
BACKGROUND:
The Water Department currently has meters that were purchased from the INVENSYS
Company, which are being converted or are in the process of being converted to a radio-read
system. This system is exclusive to the computer software presently being used in the Water
Department. If the City were to purchase another type of product from a different manufacturer,
new hand held electronic readers would to have to be purchased and added into the existing
inventory and the procurement of new software that would interface with the new equipment
would be required. Since the acquisition of units other than the INVENSYS type would be costly
to the City of Ocoee, we are requesting that we purchase these meters and radio-read
components from this vendor. INVENSYS has previously been endorsed by the Commission as
a "sole source" vendor in March of 1997, and continues to provide a reliable product at a
competitive cost.
DISCUSSION:
Wherein this request is coming before the Commission, as it is the year-end annual purchase of
potable water meters for the next fiscal year. $146,500.00 was allocated for this fiscal year to
purchase potable water meters and per the "Purchasing Manual" all acquisitions that exceed
$15,000.00 must come before the Commission for approval prior to purchase.
STAFF RECOMMENDATION:
Wherein it is recommended that the new water meters and radio-read mechanisms be
purchased from INVENSYS to keep the metering system in the City of Ocoee compatible with
the existing metering configuration and software, and to approve the cost of additional meters
and equipment at a cost of $60,300.00. Wherein the company will ship the units to the City of
Ocoee and continue to provide software support for the radio-read metering system as presently
implemented.
