BACKGROUND:
Crestwood Commons is a townhome community including 97 units which will occupy Tract 'C' of
the Ocoee Commons PUD. It includes about 14.4 acres (6.7 units/acre) and is located east of
Blackwood Avenue and north of SR 50. The property is currently occupied by an old orange
grove. The owner intends to develop the property as a private, gated townhome community with
fee simple ownership of the units. The Ocoee Commons PUD Land Use Plan was approved
last summer and then later amended to add additional acreage.
The Crestwood Commons property is bounded on the south and west sides by commercial
areas, mostly part of the Ocoee Commons PUD. The property is bounded on the east side by
an area with C-2 zoning which is undeveloped and mostly wetlands. The north side is bounded
by a wetland conservation area with a single family area north of that, also part of the Ocoee
Commons PUD.
DISCUSSION:
Crestwood Commons is intended to be a gated community, with recreation facilities and
meeting space for the residents provided within the project itself. There will be two entrance
points into Crestwood Commons with the main entrance on the west side of the subdivision
from a private road just off of Montgomery Avenue and a secondary entrance on the east side of
the subdivision from a future road to be built along the north and east sides of the property.
There will also be a pedestrian connection through a gate to the commercial development
located along the southern edge of the subdivision.

The 6' buffer wall and landscaping that will be built along Montgomery Avenue will meet the
City's recently upgraded landscaping provisions related to size and amount of plant materials for
multi -family developments. Montgomery Avenue, along with the other subdivision improve-
ments required for the overall Ocoee Commons PUD, will need to be completed before
construction on the Crestwood Commons subdivision can begin. The Final Subdivision Plan for
the Ocoee Commons PUD improvements was just recently approved and construction on those
improvements is expected to begin within the next few months.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
The Preliminary Subdivision Plan for Crestwood Commons was reviewed by the Development
Review Committee (DRC) on March 23, 2004. There were a few minor issues to be addressed
from the City Attorney and from the Planning Division that were identified in written staff
comments. All of the issues were discussed and a few minor changes to the Plan were agreed
upon. When the discussion was finished, the Committee voted unanimously to recommend
approval of the Preliminary Subdivision Plan, subject to making the changes agreed upon at the
DRC meeting. The plans have now been revised to address all the issues that were discussed
at the DRC meeting.
PLANNING AND ZONING COMMISSION RECOMMENDATION:
On April 13, 2004, the Planning and Zoning Commission considered the proposed Preliminary
Subdivision Plan for Crestwood Commons. There was one individual from the public who
spoke, asking for clarification about the future road along the north and east sides of the
subdivision and its future intersection with SR 50. He felt that this is a very important road
connection that is definitely needed. The City Staff and the Developer answered questions
about future road and its future intersection with SR 50, as well as about existing trees on the
site and tree protection. The idea of placing a Condition of Approval on the Plan related to tree
protection was discussed, but since there are already such conditions on the plan, it was
determined that it could be addressed in more detail with the Final Subdivision Plan. When the
discussion was finished, the Planning and Zoning Commission voted unanimously to
recommend approval of the proposed Preliminary Subdivision Plan for Crestwood
Commons, per the Staff recommendation.
STAFF RECOMMENDATION:
Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff
respectfully recommends that the Mayor and City Commissioners approve the
Preliminary Subdivision Plan for Crestwood Commons, as date stamped received by the
City on April 6, 2004.

NOTICE IS HEREBY GIVEN, pursuant to
Section 4-4 G(1)(c)., Ocoee Land
Development Code, that orT Tues-
day, May 4, 2004, at 7:15 p.m , or as
soon thereafter as practical, the
OCOEE CITY COMMISSION will
hold a PUBLIC HEARING at the
Ocoee City Commission Chambers,
150 North Lakeshore Drive, Ocoee,
Florida, to consider a proposed
Preliminary Subdivision Plan for
the Crestwood Commons (f.k.o -
Ocoee Commons PUD, Tract 'C'),
located east of Blackwood Avenue,
pust north of SR 50. The proposed I
reliminary Subdivision Plan
would allow a residential townhome
development with 97 units, consis-
tent with the Ocoee Commons PUD
Land Use Plan.
The Ocoee City Commission will re-
view and may mcke a decision can-
cerning the proposed Preliminary
Subdivision Plan for Crestwood
Commons based upon its confor-
mance with the requirements of the
Ocoee Land Development Code and
the recommendations of the Devel-
opment Review Committee and the
Planning and Zoning Commission.
The complete case file, including a
complete legal description by metes
and bounds, may be inspected at
the Ocoee Community Development
Department, 150 North Lakeshore
Drive, Ocoee, Florida, between the
hours of 8:00 a.m. and 5:00 p.m.,
Monday through Friday, except le-
gal holidays.
The Ocoee City Commission may
continue the public hearing to other
dates and times, as it deems neces-
sary. Any interested party shall be
advised that the dates, times, and
places of any continuation of this or
continued public hearing shall be
announced during the hearing and
that no further notices regarding
these matters will be published.
Interested parties may appear at
the public hearing and be heard
with respect to the proposed Pre-
liminary Subdivision Plan. Any Per-
son wishing to appeal any decision
made during the public hearing will
need a record of the proceedings
and for this purpose may need to
ensure that a verbatim record of
the proceedings is made which in-
cludes the testimony and evidence
upon which the appeal is based.
Persons with disabilities needing
assistance to participate in any of
the proceedings should contact the
City Clerk's Office 48 hours in ad-
vance of the meeting at (407) 905-
3105.
